- THIS AMENDMENT EXTENDS THE DEADLINE FOR RECEIPT OF PROPOSALS/QUOTES UNTIL 4 PM ET APRIL 20, 2006. This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ), no.INL 0110-593004. The Government intends to award a firm, fixed price contract for the following requirement for one year with four option years. The following Provisions and Clauses are incorporated into this RFQ by reference. No addenda apply to these Provisions and Clauses. FAR 52.212-1, Instructions to Offerors – Commercial Items, FAR 52.212-3, Offeror Representation and Certifications – Commercial Items, FAR 52.212-4 Contract Terms and Conditions – Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items. No additional FAR clauses apply. The Government intends to award a firm, fixed price contract. Specifications: The U.S. Embassy, NAS Bogota, Colombia has a requirement for the following: Iridium data and voice airtime for the Sky Tracker GPS aircraft tracking system in Colombia. NAS estimates the total maximum minutes per month required at 300 minutes. Additionally, the NAS requires annual renewal of Flight Explorer licenses for the Colombian National Police (3) and ABD project (2) (currently 5 licenses and addition of two more licenses for ABD) as well as two additional Sky Tracker GPS equipment boxes for ABD. Interested offerors must also propose in country (Colombia) training and in country (Colombia) hardware support on an annual basis. Interested offerors must provide technical data that demonstrates technical understanding of this requirement as well as technical capability to provide both the data and voice airtime, licenses and additional SkyTracker equipment as well as training and support capability. These capabilities will be evaluated and proposals will be rated as acceptable or unaccceptable. Technical acceptability is considered more important than price for a best value award. If all offers are equal technically, then award will be made to the lowest priced. Pricing shall be for one year with four option years. Proposals are due April 3, 2006 by 4PM ET.
