- THIS AMENDMENT PROVIDES ESTIMATED ANNUAL USAGE OF THE AIRCRAFT. 720 HOURS PER YEAR; 60 HOURS PER MONTH. This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number INL- 0136-343232 is a Request for Quote (RFQ). The Government intends to award a firm, fixed price indefinite delivery/indefinite quantity (IDIQ) contract for the acquisition of spare parts and repairs for one Beechcraft 1900D aircraft. The IDIQ award will be for a base year with four option years. The following Provisions and Clauses are incorporated into this RFQ by reference. No addenda apply to these Provisions and Clauses. FAR 52.212-1, Instructions to Offerors – Commercial Items, FAR 52.212-3, Offeror Representation and Certifications – Commercial Items, FAR 52.212-4 Contract Terms and Conditions – Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items. No additional FAR clauses apply. The following provides the specifications: The Narcotics Affairs Section, US Embassy, Lima, Peru has a requirement to service the Beechcraft 1900D Aircraft through provision of spare parts and maintainance and repair of instruments, engines, components and systems. The vendor shall provide only brand new original OEM parts or FAA certified, overhauled or repaired parts. All parts will be from the manufacturer or from an FAA approved manufacturer producing authorized parts. Additionally, the vendor will be required to provide lubricants, grease and chemicals used by the aircraft as specified in funded delivery orders. Interested offerors shall provide a complete list of spare parts, required lubricants, grease and chemicals with pricing for the Beechcraft 1900D. Offerors shall price for a base year and four option years. Offerors must provide technical capability in sufficient detail so that the Government can evaluate. The Government will place a minimum order of $10,000 per year with a maximum order not to exceed $750,000 for the base year and for each option year. Orders will be issued via a funded delivery order against the IDIQ contract. Offerors shall state their standard warranty they offer in their response to the RFQ Prices shall be FOB destination to the following freight forwarder in Miami, FL.. The contractor will be required to coordinate delivery with the freight forwarder. Purchase order must be marked on the outside of the packing container. Note: Pricing MUST include pre-paid shipping - surface. Packaging, packing, and preservation shall be in accordance with best commercial practices to enable shipment to CONUS destination and onward shipment to Peru without repacking or incurring damage during shipment and handling. Packaging shall be in accordance with US Customs regulations for shipment overseas. All wood boxes must comply with new rules for wood packing materials. Effective September 16, 2005, solid wood packing material (SWPM) entering the United States must be either heat treated or fumigated and marked with an approved international mark certifying treatment. This change will affect all wood packaging material in connection with importing goods into the United States. This rule does not affect manufactured wood products such as plywood and manufactured lumber products. U.S. Customs and Border Protection (CPB) will inspect shipments at the U.S. port of entry and may order the immediate return of non-complying shipments to the port of origin. Vendor will be required to obtain any export licenses required. Proposed delivery after receipt of funded delivery orders is an element for evaluation. Offerors will be evaluated on technical acceptability/capability, delivery schedule and price in that order. Award will be made to the vendor who offers the best value to the Government. If all offers are equal in technical and delivery, award will be made to the lowest priced. The Government may make multiple awards from this synopsis/solicitation.
