- The above referenced soicitation is hereby amended to incorporate (2) additional specifications to Line Item 0003 and to extend the due date for quotations. 1. Line Item 0003, The following technical specifications are hereby incorporated: A. The tubing diameter shall be 1/16 inch Inner Diameter and 1/8 inch Outer Diameter with a minimum of 25 feet. B. The tubing material shall be Kynar or an equivalent that meets the chemical stability stated in specification 3.1. The due date for quotations is hereby exteded as follows: From: Thursday March 9, 2006 at 3:30 pm est. to: Friday April 14, 2006 at 3:30 pm est. DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-08. The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. This acquisition is 100% set aside for small businesses. The acquisition is 100% set-aside for small business. To qualify as a small business, the manufacturer and the distributor must be classified as a small business under the NAICS code identified above. The National Institute of Standards and Technology (NIST) has a requirement for Syringe Pumps, Glass Syringes, and Continuous Flow Tubing for an existing Tandem QCM-reflectance Instrument. This equipment will fulfill an existing need for high precision in flow rate, computer controlled, and pulse-less flow for use with a sensitive quartz crystal microbalance. LINE ITEM 0001: Quantity three (3) each Syringe Pumps meeting all of the following required specifications: 1. Minimum flow rate 0.01 mL/min; 2. Maximum flow rate 20 mL/min; 3. Solution infusion and withdraw capabilities with variable rates for rapid syringe discharge and refilling; 4. Maximum fluid dispense volume between 200 and 300 mL must be achieved by multiple syringes or variable syringe sizes; 5. Sample flow rate less than 1 SLPM; 6. Response Time less than 2 minutes; 7. Software and Programmability Specifications: A. Programmable and interface compatible with Labview B. TTL and RS232 signal communication compatible Line Item 0002: Sets of Glass Syringes with Robb Tips meeting all of the following required specifications: 1. Two (2) sets of eight (8) glass syringes; 2. One set with maximum volume capacity of 100 mL; 3. Second set with maximum volume capacity of 10 mL; Line Item 0003: Quantity one (1) each Continuous Flow Tubing meeting all of the following required specifications: 1. Stable to use with bases (sodium hydroxide, tetramethylammonium hydroxide) and organic solvents (toluene, butanol, methanol and ethanol). 2. A single tube diameter must be chosen, that when combined with the specific syringe sizes, provides the flow-rate range specified under Line Item 0001. Delivery shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award shall be made on a Lowest Price, Technically Acceptable basis. Evaluation of Technical Acceptability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein.
