Description
This Request for Information (RFI) is not a Request for Proposal (RFP) and is not a commitment by the Government to issue a solicitation or ultimately award a contract on the basis of this RFI or otherwise pay for the information solicited. The Government reserves the right to determine how it should proceed as a result of this notice. Response to this RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. The United State Department of Agriculture (USDA) is currently conducting Preliminary Planning market research to examine competitive sourcing alternatives to determine the existence of viable commercial sources capable of providing administrative and regulatory activities support. The USDA is seeking further information, comments, recommendations, and capabilities from interested parties with relevant experience in any or all of the following functional area: Administrative Support Services, Legal and Financial Services, and Senior Investigative Services. General These services are performed at the three USDA regional offices along with the headquarters. These services require onsite support at the places of performance (Des Moines, Iowa, Washington DC, Atlanta, Georgia, Denver, Colorado). The service provider must have the ability to obtain the necessary clearances and certifications. 1.0 ADMINISTRATIVE SUPPORT SERVICES: The support services sought are for office administration with the following duties: 1.1) Data Analysis, 1.2) Budget Analysis, 1.3) Procurement and Property, 1.4) Record Keeping, and 1.5) Clerical Services. 1.1) Data Analysis consists of preparing cost estimates, which includes travel expenses, equipment purchasing, communications and adjustment for program operations. 1.2) Budget Analysis consists of analyzing historical data and collecting information to determine annual fiscal needs for developing budgets and tracking expenditures to ensure that all costs are properly applied against the proper program funds. 1.3) Procurement and Property consists of procuring all supplies, equipment, and services; checking incoming orders for correctness and damage; maintaining inventory of all property assigned to the organization. 1.4) Record Keeping consists of supervising and maintaining all records and files in the organization; filing, retrieving, maintaining, and/or destroying of sensitive documents; establishing and maintaining personnel and subject files to contain accurate and up-to-date information at all times. 1.5) Clerical Services consist of receiving calls and correspondence seeking information; providing administrative and customer service support that facilitates the internal operation and production of the office; manipulating and updating Microsoft Office documents for improved decision making; reserving and preparing training rooms for specific needs of training session; maintaining records for GSA vehicles; chairing meetings with managers of organization, providing information and guidance regarding changes in policies and procedures; assist employees in obtaining correct user identification and passwords; preparing travel vouchers in accordance with Federal Travel Regulations; contacting copier vendors, janitorial services, telephone companies, appropriate authorities or agencies in the event of an emergency, and building maintenance (as needed). 2.0 LEGAL AND FINANCIAL SERVICES: The services sought are responsible for independently reviewing and analyzing legal and financial instruments and supporting documents; specifically deals with 2.1) Registration Jurisdiction Actions, 2.2) Reviewing, Recording, and Maintaining Records of Bonds, 2.3) Tariffs, 2.4) Stockyard Jurisdiction, 2.5) Packer Jurisdiction, and 2.6) Annual Reports. 2.1) Registration Jurisdiction Actions consists of receiving inquires from individuals and firms within the livestock industry; collecting data and determining whether the individual or firm is subject to industry regulations, also providing technical assistance to applicants for completing registration forms to acquire appropriate bonding. 2.2) Review, record, and maintain records of bonds, trust funds, letters of credit, and corresponding trust agreements, thoroughly analyzing to confirm completeness and accuracy. Maintain intimate knowledge of and ability to manipulate organization?s electronic data systems for reviewing, recording and maintaining records. 2.3) Reviewing of tariffs to determine if they are ambiguous or discriminatory. 2.4) Stockyard Jurisdiction tasks require preparing letters transmitting stockyard jurisdictional questionnaires to the owners or operators of newly constructed, or non-posted stockyards, requesting full information regarding operations and facilities; receiving and reviewing jurisdictional questionnaires to determine if the stockyard meets all jurisdictional requirements for posting. 2.5) Packer Jurisdiction requires forwarding packer inquiry forms to slaughtering packers that are currently operating and not bonded with packers and stockyards requesting information regarding basic information about the business along with the volume of livestock purchases, which are reviewed to determine if the firm is subject to certain acts and regulations. 2.6) Reviews Annual Reports completeness, changes in legal entity information, and any initial calculations and enter into agency database, and permanently scanning and filing completed reports. 3.0 SENIOR INVESTIGATIVE SERVICES: The services sought are for enforcing jurisdictions, conducting investigations, testing scales, and directing surveillance in the livestock, meat, and poultry industries. Work independently or as the leader of an investigation team that performs complex tests on scales and weighing equipment with the capability to plan, design, organize, and conduct investigations of unfair, unjustly, discriminatory, or deceptive practices and devices in the livestock, meat, and poultry industries. Review and analyze separate phases of weighing operations to determine whether they comply with official regulations and instructions. A current knowledge of structure, performance, marketing conditions and behavior in the livestock, meat, and poultry and industries is required. Conduct investigations, interview, take statements under oath, examines records and other evidence of potential violations, and works with Department attorneys in drawing up a proposed complaint if discrepancies are uncovered. Materials must be prepared for the questioning of witnesses. Written responses to this sources sought must contain sufficient documentation to convey organizational capabilities to fulfill the requirements at the specific locations.
