Description
The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), 4700 River Road, Suite 4B-02.25 Unit 43, Riverdale, MD 20737, has a requirement to purchase One (1) Professional Veterinary Support Services in accordance with the attached Statement of Work to coordinate the Multinational Tuberculin Project. (i) This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is APVSHQNH-0038-6 and the solicitation is issued as a request for quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Agriculture Federal Acquisition Regulations supplement (AGARs) can be accessed on the Internet at http://www.arnet.gov/far and http://www.usda.gov/procurement/policy/agar.html.(iv) This solicitation is a small business set-aside. The associated North American Industry Classification System (NAICS) code is 541990, size standard $6.0 in millions of dollars. (v) (vi) This requirement consists of three line items: Line item 001: Professional veterinary services in accordance with the attached statement of work (SOW) to coordinate the multinational tuberculin project, unit of issues is hours and the total ceiling is 1,000 hours. Line item 002: Travel not to exceed $2,500. Unit of issue is lot and total quantity is 1. This is a reimbursable line and the vendor will be reimbursed for allowable costs per Federal Travel Regulations. Line item 003: Other direct costs not to exceed $500. Unit of issue is lot and total quantity is 1. This is a reimbursable line item and the vendor will be reimbursed for allowable reproduction, mailing and distribution costs. The period of performance associated with this effort is from date of award through six (6) months. It is anticipated that a firm-fixed price contract will be awarded. The Government intends to issue a single solicitation and make a single award to one responsible offeror whose quote will be most advantageous to the Government, price and other factors considered. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. The solicitation and all subsequent notices and amendments will be posted on the Internet at: http://www.fedbizipps.gov. (vii) Deliverables and acceptance of deliverables will be F.O.B. Destination, USDA APHIS VS NAHP, 4700 River Road, Suite 4B-02.25 Unit 43, Riverdale, MD 20737-1231. The following text is added to Paragraph (a) of FAR 52.212-2: The following factors will be used to evaluate offers: technical capability of the service offered to meet the government requirements within the statement of work and price. Technical capability is significantly more important than price. Effective October 1, 2003, the Federal Acquisition Regulation (FAR), requires that contractors be registered in the Central Contractor Registration (CCR) System before they can be awarded contracts.
