Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with the University of Maryland, Baltimore County, under the authority of FAR 13.106-1(b) Soliciting From a Single Source, for the design, development, construction, integration, testing and reporting on fiber-based quantum key distribution (QKD) system operating at 1310nm wavelength with a minimum distance of 10km and, extending the reach of the system to beyond 25 km. This is a sole source requirement as UMBC has a unique skills set in the areas of ultra-fast optics, light transmission in optical fibers and waveguides, and optical communication and signal analysis; furthermore, there are experimental facilities maintained on the campus pursuant to recirculating loop technology that are immediately available. A fixed price purchase order will be issued on or about May 8, 2006 with a 1-yr. performance period. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition.
