Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NFFK0-6-195 is issued as a request for quotation. The North American Industry Classification System Code (NAICS) is 541618. The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) requires a contractor to accomplish important tasks in the support of the Office of Habitat Conservation. NOAA is aware that college and university undergraduate and graduate students now enrolled in natural resources programs are insufficient to meet the expected demand for employment in the future or in making the natural resource profession more representative of the nation?s multi-ethnic population. NOAA seeks to introduce to, and stimulate interest in natural resource related sciences in, students rarely exposed to the applied aspects of science. NOAA further seeks to funnel these high school students into an academic ?pipeline? at the end of which are a large variety of careers in fisheries science and management. NOAA wants to enhance educational opportunities for minority and women high school students in natural resource related sciences. Its goal is to introduce students to, stimulate interest in, and develop an appreciation of science disciplines associated with natural resource and environmental management. To do this, NOAA seeks to augment an existing program that is currently providing high school students with experiences similar to that which NOAA seeks. The program, open to students in grades 10, 11, and 12, where they would work during the summer with mentors from natural resource related sciences, in laboratories, and in the field, by collecting samples and assisting in analyzing NOAA data. NOAA seeks to provide students with opportunities to participate in projects that involve habitat protection and restoration. NOAA is building a body of knowledge to accomplish its objectives and is seeking unique reports that will help it do so as part of the proposed contract. The contractor shall perform the following: 1). Expand its current summer student program in order to provide high school juniors and seniors with an educational hands-on summer work experience in a natural resource related science dealing with fisheries issues and: (a). Recruit nine (9) qualified individuals in natural resource related science disciplines located at two- and four-year colleges, universities, municipal, tribal, state, federal, and fishery research organizations who may reside in any state or territory of the United States and who will be responsible for mentoring participants in the program. (b). Recruit nine (9) high school juniors and seniors to participate in the program who have demonstrated the ability to maintain a satisfactory grade point average in mathematics, sciences, English, and social studies; (c). Provide a credible eight-week assignment for each student in a research or assessment project dealing with issues related to a natural resource related science and match each student with a mentor; (d). Work with the mentors and students to prepare reports summarizing the research or assessment activity that includes an evaluation of the value of the research or assessment activity to the student; (e). Oversee and manage the program. 2). Establish a system to track students after leaving the program and conduct long term (5-10yr) monitoring of students to determine program impacts and report results to NOAA; 3). Commit to working with NOAA in the design and preparation of educational materials to support and promote science education based on the experiences of students in the summer program. The period of performance is expected to be May-November, 2006. Reports are due within two weeks of the last student assignment being completed. Contractor will provide the following deliverables to NOAA: 1). Nine (9) reports describing the results of the research or assessment activity with an evaluation of the student?s experiences with the research or assessment activity. 2). Monthly activity reports prepared by mentors when requested by NOAA. 3). A survey of participants in the existing high school student summer work program to establish a baseline for determining long-term impacts of summer research experiences on student career choices. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis using simplified acquisition procedures and commercial acquisition procedures. Quotes will be evaluated based upon approach, past performance, and price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-07. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation ? Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. FAR 52.213-3, Offeror Representations and Certifications ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representation and Certifications. All responsible sources that can meet the requirements and provide services listed above may respond to this combined synopsis/solicitation with a quotation addressed to Ms. Gina E.
