Description
DIRECT ALL INQUIRIES/RESPONSES TO LINDA K. GROVE (925) 294-3449. Subject: Request for Participation in Evaluating Equipment for Detecting Explosive Devices in Unattended Packages by Transit Police Officers On behalf of the Department of Homeland Security?s Office of Science and Technology CounterMeasures Test Beds program (DHS S&T CMTB), Sandia National Laboratories is requesting information concerning commercial or near-commercial hand-held/portable equipment that can be used by Transit Police Officers to investigate unattended items (left behind bags, objects on tracks, etc.) for explosives on commuter rail and light passenger rail (metros and subways) systems. The Transit Police Officer will employ non-intrusive systems such as portable x-ray, trace detectors, etc. to evaluate unattended items for explosives (TNT, RDX, PETN, Nitro or Ammonia Nitrate base, etc.) that could be used as Improvised Explosive Devices (IEDs) in commuter and passenger rail environments. DHS is investigating whether the use of such equipment to evaluate unattended items by Transit Police Officers will decrease incidents where rail stations have to be evacuated and closed awaiting the bomb squad?s investigation. In order to participate in this evaluation, equipment manufacturers must be willing to loan equipment to the DHS under a no-cost purchase order or similar agreement. Equipment must be available for evaluation for approximately 8-12 weeks beginning May 1, 2006. Equipment manufacturers must also be willing to provide technical support and training regarding system operations. Please submit information in the form of a one-page white paper to: Linda K. Physical description of the system (including a picture) ? Operational description of the system (including screening time, ease of set-up, the procedure and mechanism for detection, ease of operation without continued practice, ability to classify type of explosives) ? Description of system maturity (laboratory prototype versus commercially available product) ? Description of safety measures needed to be taken during device operation to protect Transit Police Operator from object being investigated (i.e. safe stand-off distance). ? Approximate cost per unit and maintenance costs RESPONSES MUST BE IN OUR POSSESSION BEFORE 5:00 PM MST,4-21-06.
