Description
NOTICE OF INTENT TO SOLE SOURCE. The National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV requires services for a two year project on mathematical treatment and experimental development of indoor environment surface chemistry. NIOSH is interested in understanding the influence surface chemistry has on occupant exposure in indoor work environments. NIOSH is investigating the chemistry of indoor environments to reduce worker exposure to potentially harmful pollutants by 1) identifying the volatile reaction products of the surface chemistry of common cleaning compounds such as fN-pinene, ?G3-carene and ??-terpineol, 2) quantifying surface reaction product emission rates of common cleaning compounds, 3) using the identification and 4) emission rates to reveal surface chemical mechanisms and quantify kinetics that can then be used to extrapolate emission rates into occupational settings and estimate exposure. The research results will be used to derive new mathematical models of the indoor work environment, assess worker exposure, highlight fundamental chemical reaction mechanisms and develop new indoor surface sampling methods. Other outcomes of this work will be contributions to international standards for the Field and Laboratory Emission Cell (FLEC) which are commonly used in Europe to determine regulatory emissions from building materials. This may include meetings with researchers at the NIOSH location in Morgantown, WV, and/or with researchers at University of Missouri-Rolla in Rolla, MO. Knowledge of gas-phase chemical deposition, mass transfer coefficients, surface emissions and reactant induced surface chemistry of volatile organic compounds as well as developing mathematical models to accurately describe these indoor surface phenomena are essential to accurately describing the influence surfaces (floors, walls, furniture) have on indoor occupational exposure. Investigating the fundamental chemistry of coated surfaces is one of the methods to improve this understanding. The contractor required for this work must be an expert in the mathematical treatment and experimental development of indoor environment surface chemistry. This notice is issued for informational purposes only. Any interested party may identify themselves to the contracting office no later than fifteen (15) days from the date of this announcement. The intent of this synopsis is to determine if any sources exist, therefore, no solicitation will be issued. A determination by the Contracting Officer not to compete this action is solely within the discretion of the Government. If no responses are received within 15 days, award will be made to University of Missouri-Rolla without further notices being issued. All responses received shall be considered by the Government.
