- This notice is issued as a combined synopsis/solicitation for onsite auditor training for Customs and Border Protection laboratories located in: Springfield, VA; Chicago, IL; Newark, NJ; Savannah, GA; Los Angeles, CA; San Francisco, CA; and San Juan, PR. The Statement of Work is as follows: On-Site Auditor Training Background: Customs and Border Protection has a need to provide training to Laboratories and Scientific Services (LSS) scientists on quality assurance audits. LSS needs to increase the number of staff members trained in this area. At the end of this task, LSS will have additional staff trained and certified in the area of quality assurance auditing structure and techniques. Scope of Work: To provide LSS scientists 8 hours of on-site audit training in preparation for their participation in LSS internal and external quality assurance audits. Requirements: The contractor shall base the training on ISO standard 19011. The contractor shall conduct training at each of the seven LSS laboratories. The laboratories are located in Springfield, Chicago, Newark, Savannah, Los Angeles, San Francisco and San Juan. Each laboratory will have approximately 15 participants with the exception of San Juan that will have a maximum of 10. A list of participants will be provided before the training is scheduled for the site. The contractor shall cover the following general topics: audit program management, auditing principles, audit objectives and criteria, lead auditor and auditor roles and responsibilities, qualification criteria, auditor attributes and behavior, interview protocols, interviewing techniques, things to avoid, audit reports, audit closing, among others. The instruction shall incorporate practical exercises. The contractor shall coordinate with the LSS National Quality Manager to establish the training schedule. Deliverables: The contractor shall provide a training schedule and agenda/syllabus to the LSS Quality Manager for approval. The contractor shall supply a hard copy of the course materials (manuals and presentation, etc.) and a certificate of completion to each of the participants. Hard copies of standards such as ISO/IEC 17025 or 19011 for use outside the training are not required. The contractor shall be for actual travel expenses incurred including but not limited to airfare, lodging, meals, car rental, parking fees, and taxi fees. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Any vendors who believe they can provide the services and can provide proof of ISO 19011 certification should email or fax their company?s capabilities information to the attention of Susan Knose by 3:00 p.m. EST, April 18, 2006.
