Description
Please note that this is a pre-solicitation notice for market research only to seek interested small businesses and service-disabled veteran-owned businesses. This is not a solicitation, if a solicitation results from this notice the Department of State will post a RFP on FedBizOpps, for this requirement. The Department is seeking qualified small businesses and service-disabled veteran-owned businesses to provide Computer Investigation and Forensic analytical personnel ? The purpose of this requirement is to acquire from a contractor, Computer Investigations and Forensics support services in support of the U.S. Department of State?s Bureau of Diplomatic Security. These services include performing computer investigations by providing; computer forensics; network analysis; archival, retrieval, and storage of forensic data; the identification, development, and maintenance of management tools supporting the administration and execution of the customer?s mission; and related activities to support the availability, reliability and integrity of the Department?s information systems and critical infrastructure as required. This contract requirement will support DS in its broad range of responsibilities to protect domestic field offices and resident offices in the United States; regional courier centers; and security offices in approximately two hundred sixty (260) Foreign Service posts worldwide. All qualified offerors must have a Top Security facility clearance. Contractor personnel assigned to this contract must possess Top Secret or Secret personnel security clearances. Most of the contractor staff will be required to travel both domestically and internationally. It is requested that all interested and qualified businesses submit capability statements (electronic submissions are welcome) to the Contract Specialist, Ms. Tracy R. Ford at e-mail address fordTR@state.gov, within seven (7) calendar days of the release of this announcement. Capability statements must describe the company?s ability to attract and retain required instructional personnel, as well as key management personnel who must qualify for Secret Clearances. Capability statements should include relevant past performance information. A limitation of 3-5 pages in a 12-pitch Times New Roman format is required for all statements. At this time the Government is considering an RFP that will result in the award of a single IDIQ contract (with a base year and four (4) option years.) The Government does not intend to pay for the information solicited in this synopsis 1191 notice and will not recognize any costs associated with submission of the information given. This synopsis does NOT constitute a future contract and there is NO solicitation available at this time.
