Description
THE U.S. DEPARTMENT OF STATE (DOS), Office of Logistics Management, on behalf of the Office of Overseas Buildings Operations (OBO) is seeking to pre-qualify Small Business firms for Design, Engineering, and Construction telecommunication services to perform work for and at various Foreign Service Posts overseas. Competition is limited to Small Businesses as defined by FAR Part 19. Applicable NAICS codes are 237130, 541330, and 517110 (517). OBO ANTICIPATES AWARD of up to three (3) Indefinite Delivery Indefinite Quantity (IDIQ) contracts under which each firm will compete for individual Task Orders. Individual Task Orders shall not exceed $500,000 with the maximum cumulative amount of the task orders issued to any selected construction and design-build firm in a single year not to exceed $3 million. Government guarantees a minimum of $50,000.00 awarded over the life of each contract. THE PROJECT SOLICITATION will consist of two phases. This announcement for pre-qualification is Phase I. The Department of State will evaluate and rate the pre-qualification proposals received based on the evaluation criteria set forth in the following Evaluation Factors. Only those offerors receiving the highest evaluated rating from the technical board will be issued a formal solicitation and invited to submit proposed pricing in Phase II. The government reserves the right not to pre-qualify any offeror receiving less than a satisfactory rating in all evaluation factors and sub-factors. The submissions received in response to the Phase II formal solicitation shall be submitted in the formats provided and will be evaluated in accordance with the evaluation procedures contained in the solicitation. THE IDIQ SCOPE OF WORK (SOW) may include site surveys, design, construction and/or design-build services required to install, modify, and/or upgrade existing communications facilities in Department of State and Tenant Agency-Controlled facilities, to include transmission facilities, antenna installations, and other types of communications center upgrades and related renovations, in order to provide unhindered, reliable, and uninterrupted communications.
