Description
The Government has a requirement for professional Architect/Engineering Services, to provide design for Project 06-S-17 at the James H. Quillen VA Medical Center, Mountain Home (Johnson City), TN 37684. The A/E shall provide all architectural and engineering services necessary to design a project to upgrade the Ambulatory Surgery Entrance. Some of the key elements of the design requirements consist of a new service drive, new parking lot with site lighting, new exterior signage (government furnished) and new entrance pad, canopy and automatic doors. Work includes preliminary and final contract drawings, cost estimates, specifications, and construction period services. Designs shall be in accordance with all applicable requirements of NFPA, National Electrical Code, Life Safety Code, OSHA, VA Specifications, VA Standard details, VA Construction Standards, AIA, and applicable local, state and federal regulations. This is 100% set-aside for an Emerging Small Business Concern. The NAICS Code is 541310 with the small business size standard of $4.0 million. The total construction cost estimate is between $100,000 and $250,000. Award will be to the A/E firm judged by the VA to be the best qualified for the work. All design criteria for the Veterans Affairs is available at www.va.gov/facmgt/. The selection criteria for this A/E contract shall include as a minimum (1) Experience in the type of work required (2) professional qualifications and experience of staff to be assigned to the project (3) ability to accomplish the work within required timeframes (4) past performance as related to the quality of work, meeting schedules, and keeping within scope and budget. (See numbered note 24) Area of consideration is limited to a 150-mile radius from the James H. Quillen VA Medical Center, Mountain Home (Johnson City), TN 37684. Award is subject to the availability of funds. This is not a request for proposal. All interested, responsible and qualified business firms shall submit three (3) copies of SF 330 to the attention of Kerwin H. Fulton (90C), James H. Quillen VAMC, Building 8, Room 313, Mountain Home, TN 37684. The forms may be downloaded from www.gsa.gov/forms. Forms must be received no later than 4:30 PM ET, April 28, 2006.
