- Requirement is being solicited pursuant to Small Business Demonstration Competitiveness Program; therefore, solicitation will be unrestricted. Also, there will be a Price Evaluation Preference for Small Business Hubzone Concerns pursuant to FAR 19.1 307. Award will be based on awarding to a contract to the lowest, responsive, responsible bidder. This requirement contract is contemplated for a Base year and Four (4) Option Periods. The Contractor shall inspect, test, repair, and maintain all elevat or equipment. Preventive Maintenance activities shall be performed on a regular schedule, and Repair Services as need. All maintenance shall be performed accordance with manufacturer's specifications, handbooks, and instructions, and shall conform to Nat ional Elevator Maintenance Standards for inspections and adjustments. This requirement consists of furnishing all labor, materials, equipment and transportation required for performing all operations in connection to monthly inspection, preventive mainte nance, loading testing, assessment and repair of elevators. The Contractor is responsible for knowledge of and compliance with all environmental laws, regulations and programs of the installation. For the purpose of determining Small Business size for this acquisition is NAICS 238290, the average annual receipts of a concern and its affiliates for the preceding three fiscal years must not exceed $13 million.
