Description
The Corps is implementing tasks from a Biological Opinion on the Missouri River which includes tasks to mechanically construct sandbar habitat for the benefit of two federally listed bird species. Construction methods include dredging and bulldozing of riverbed material, actions which could impact mussels if they are present. Within the past year, one recently dead specimen has been collected for two endangered mussels, the Scaleshell mussel and the Higgins Eye mussel. These specimens were collecte d immediately downstream from Gavins Point Dam. Both specimens were collected outside their normal range. The Corps has elected to draft a Biological Assessment (BA) on the implementation of the mechanically constructed sandbar project on these two feder ally listed mussels. In order to better understand the population of these two species, the Corps will fund a survey to gain additional information prior to writing the BA. Additionally, basic presence / absence information should be gathered for all m ussel species in order to better assess impacts of the mechanically constructed sandbar project on the native mussel community. The contractor shall propose survey timeframes consistent with successful mussel surveys, however the desired timeframe, if fea sible, would be to begin surveying in the late summer 2006 and to complete surveys by late fall 2006. If options are funded, the ideal situation would be for all surveys to occur during this same timeframe using multiple crews. Diving will likely be requ ired as a part of the survey effort. The Corps requires that divers be DOD certified [need language from diving POC]. Contractor shall demonstrate knowledge of the two federally listed species; including identification of these species, previous experience with these species, and life history information. Contractor shall demonstrate ability and experience with large riv er mussel sampling. Contractor shall demonstrate ability and experience with sampling of rare or federally listed species. Contractor shall utilize malacologists for mussel identification. he contractor shall prepare a proposal inclusive of a study design to meet the stated objectives. The proposals will be reviewed by an inter-agency review team inclusive of malacologists with experience in these two mussel species and in study design.
