Description
The NAVAIR Orlando Training Systems Division (TSD) plans to negotiate with Lockheed Martin Owego on a sole source basis under authority of Federal Acquisition Regulation 6.302-1, ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements?. The contractor will be responsible for upgrading Avionics Maintenance Trainer (AMT) #1 and Avionics Maintenance Trainer (AMT) #2 to meet System Configuration 46; this is the planned Fleet Software release in December 2006 for the MH-60S aircraft. AMT #1 is located at Naval Base Norfolk, VA and AMT #2 is located at Naval Air Station North Island, CA. Key issues associated with this need are: The upgrade must be compatible with the existing Lockheed proprietary LASIS trainer software installed on both AMT?s. This upgrade must include all revisions planned for the Fleet software release. The delivery schedule is to meet a planned RFT date of 15 December 2006. The total estimated budget for the entire effort is $800K. Currently, the only source of the design and software data is through Lockheed Martin Owego. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, pricing, and any other information, which demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted to the above address (Attn: Derrick Jones) by 26 April 2006. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than FIVE (5) pages. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice.
