- The request for proposal (RFP), Solicitation N40084-06-R-0101 for a project entitled Townhouse Revitalization Project, Atsugi (Design/Build Contract) for the Housing Activity Civil Engineer, Commander U.S. Naval Force, Japan will be issued on or about 25 April 2006, with a proposal due date of 25 May 2006. The entire solicitation, including plans and specifications, will be available for viewing and downloading at http://esol.navfac.navy.mil This will be a design/build firm fixed price contract. The work is a performance specification package, which includes major work requirements to provide townhouse revitalization of 114 Government townhouse family units. Work items will include the floor, key plan, interior elevations, stair, closet, doors schedule, wall, ceilings, windows, roof, pluming fixtures, building extension and piping removal, A/C, TV and communication system, lighting fixture, interior, kitchen equipment, lavatory cabinets, toilet, bathroom, painting the exterior, mechanical, electrical, civil, structural will be encountered. The estimated cost range from $10,000,000 to $25,000,000. The contract performance period is 1167 calendar days after the date of award. THE NAICS CODE FOR THIS PROCUREMENT IS 238990. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from the technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. Technical evaluation factors are as follows: (1)Design Concept, (2)Past Performance, (3)Experience, and (4)Key Personnel. A pre-proposal conference will be held approximately 7 calendar days after issuance of the solicitation. This will be an electronic solicitation only in PDF format.
