- The Naval Surface Warfare Center Panama City, FL 32407 intends to SOLICIT Fast Mathematical Algorithms and Hardware (FMA&H), 1020 Sherman Avenue, Hamden, CT 06514-1337 on a Sole Source basis to examine whether it is possible to classify the types of underwater targets from sonar data. FMA&H will develop the method of Local Discriminant Basis (LDB) combined with the Prolate Spheroidal Wave Functions(PSWFs) both in the time domain and in the frequency domain (after multi-taper spectral estimation based on the PSWFs. FMA&H employs two of the world?s leading experts in signal processing. Their extensive experience and deep knowledge in signal processing, numerical analysis, and statistics uniquely qualifies them to work on this project. Delivery would be to the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City Beach, FL 32407-7018. Period of Performance is six months after date of contract award. NAICS Code 541512 applies. SBA size standard is 500 employees. FSC is B541.
