- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using simplified acquisition procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS (http://www.fedbizopps.gov) and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-06-T-0468. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-08 and DFARS Change Notice 20060321. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 238210 and the Small Business Standard is $12.0. The Fleet and Industrial Supply Center, San Diego, Detachment Seal Beach has a request for the following services: CLIN 0001?Fiber Optic Cable Installation Project for Perserec Monterey Peninsula DOD-Net Connection in accordance with the following Statement of Work. STATEMENT OF WORK 1.0 Introduction. The Naval Postgraduate School (NPS), in Monterey CA is lead organization for operation, administration and maintenance of the Monterey Peninsula Department of Defense Network (MP DoD-Net). MP DoD-Net currently serves the Defense Language institute, Foreign Language Center and Presidio of Monterey (DLI FLC & POM), the Defense Manpower Data Center (DMDC), Fleet Numerical Meteorology and Oceanography Center (FNMOC), The Naval Research Laboratory Monterey (NRL), and NPS. 1.1 Organization Information Technology & Communications Services (ITACS) is responsible for the operation of IT assets at the Naval Postgraduate School including the networks and telephone operations. 1.2 Background and Objective ITACS develops, implements, and manages NPS data, voice, and video communication systems to include MP DoD-Net. The requirement of this task order is to reconfigure MP DoD-Net in order to extend services to the Personnel Security Research Center (PERSEREC) in Heritage Harbor, Monterey, CA. 1.3 Networking Environment MP DoD-Net provides circuit emulation (CEM) of T-1 telephone trunks, 100 Mbps Ethernet data circuits, and analog video circuits via a coarse wave division multiplexed (CWDM) overlay on single mode fiber optic cable. CEM and Ethernet circuits are carried on a protected switching ring (PSR) with gigabit Ethernet backbone. The DoD network has equipment located at NPS (2 locations), FNMOC, DLI FLC &POM (2 locations), DMDC, the City of Monterey?s Police Department (MPD), and the Access Monterey Peninsula (AMP) public access television head end. 2.0 Technical Requirements Contractor shall provide all parts, labor, and material required to reconfigure and extend MP DoD-Net service to PERSEREC in building 400 at Heritage Harbor, Monterey, CA. 2.1 Fiber Optic cable Contractor shall provide approximately five hundred (500) feet of twelve (12) strand single mode fiber optic cable. Cable shall be installed in existing duct. Fiber shall be terminated in SC APC type fiber optic connections at each end. A total of twenty four (24) each SC APC connectors is required. The terminated fiber optic cable shall be installed in a contractor provided nineteen (19) inch rack mount fiber patch panel within building 400, Heritage Harbor; it shall be installed in a contractor provided wall mount enclosure within the I-Net point of presence at Heritage Harbor. A maintenance loop of approximately fifty (50) feet shall be wall mounted in the utility closet at each end of the fiber run. 2.2 Coarse Wave Division Multiplexing equipment Contractor shall provide four (4) each Tsunami Mini-Metro eight (8) channel plus express port passive CWDM multiplexing units, and four (4) each Tsunami Mini-Metro eight (8) channel plus express port passive CWDM de-multiplexing units. Manufacturer part numbers are MM8-1SA-D0E, and MD8-1SA-D0E. In order to ensure compatibility with the current network, and continued operation with no loss of function and future expansion capabilities substitution of CWDM equipment from other manufacturers or different part numbers from the specified manufacturer is not acceptable. Contractor shall install two (2) each CWDM multiplexing units and two (2) each CWDM de-multiplexing units in contractor provided wall mount enclosures which provide adapter plates for cross connecting fiber optic patch cables at the Monterey I-Net point of presence in Heritage Harbor building 375. Remaining CWDM multiplexing/de-multiplexing units shall be contractor installed within similar enclosures at the Monterey I-Net hub location within the Monterey Police Department. 2.3 PSR Electronics In order to ensure compatibility with the current network, and continued operation with no loss of function and future expansion capabilities, contractor shall provide one (1) each Overture Networks Internet Services Gateway (ISG) 5000 configured as follows: QUANTITY PART DESCRIPTION PART NUMBER 1 ISG 5000 AC Chassis 5007-910 1 ISG 5000 AC Power Supply 5007-214 1 North American Accessory Kit for ISG 5000/2x00/1x00 5006-800 1 10/100 BaseT Ethernet ? 8 port 5001-910 2 Gigabit Ethernet, SFP ? 1 port, w/o optics 5024-910 1 ISG Blank Interface Slot Faceplate 5009-9101 2 SFP GigE CWDM 1610 SM LZ 3000-052 1 License for Enhanced Version 1 of ISG Software (PSR, Multilink) SW-Enhanced1 Contractor shall install the ISG 5000 in a wall mounted equipment cabinet within the computer room at building 400 Heritage Harbor. 3.0 Government Furnished Resources. Government will provide required fiber optic patch cables and configure ISG 5000 software. Delivery is 30-180 days ARO. FOB Destination. Place of services is Monterey, CA.
