Description

The Naval Research Laboratory (NRL) intends to negotiate with Shenandoah Solutions, Inc. 898 Calmes Neck Ln, Boyce, VA 22620-2643, on an other than full and open competition basis in support of the Multifunction Electronic Warfare (MFEW) which is a follow-on to the Multifunction RF Concept (AMRFC) program that began in 1998. The statutory authority is 10 USC 2304(c)(1) and FAR 6.302-1 (a)(2)(iii) only one responsible source and no other supplies or services will satisfy agency requirements. The purpose of this contract is to support the ongoing transition and upgrade of the AMRFC core software to be used in the MFEW Advanced Demonstration Model (ADM) with the AMRFC test-bed. Additionally, the required services include software design, coding, testing, and integration support. Software components include the Application Control Library (ACL), Resource Allocation Library (RAL), Embedded Controller Library (ECL), Universal Wrapper (UW) communications library, High-Level Resource Allocation Manager (HLRAM), test framework, and cross platform build system for a period of three (3) years..
