Description
The Program Manager for Ammunition, Marine Corps Systems Command requires the acquisition of the ANTI-PERSONNEL OBSTACLE BREACHING SYSTEM (APOBS) MK7 MoD2. The APOBS is a self-contained, one-shot, expendable linear demolition charge which can be transported and deployed by a two-person team, and is capable of clearing a footpath through antipersonnel mines and wire obstacles. The current APOBS design consists of four major sub-components: APOBS Shipping & Storage Container; Front Backpack Assembly; Rear Backpack Assembly, and the Rocket Motor and Fuze Assembly (Soft Pack). The APOBS Shipping & Storage Container is an aluminum container with molded polyethylene foam packing material inside. The loaded front pack assembly contains the front segment of the line charge consisting of equally spaced grenades along detonating cord and held in place by a nylon over-braid. The loaded rear pack assembly is similar to the front pack assembly except for the addition of a rear fuze assembly and parachute. The Soft Pack consists of a camouflaged fabric container with a carrying strap, lined with a molded protective foam insert. The Soft Pack contains: the Mk 126 MOD 0 Rocket Motor, Front Fuze, Bridle, Non-electric Initiator, Field Card and Tool Kit. APOBS shall have a maximum system weight (less Shipping & Storage Container) of 130 pounds and configured to be transported by no more than two individuals, each carrying no more than 65 pounds. There will be one APOBS per Shipping & Storage Container. The weight of one APOBS with the Shipping & Storage Container shall not exceed 240 pounds. The North American Industry Classification (NAICS) Code is 325920, Explosives Manufacturing. This action will result in a IDIQ type contract with a base ordering period of 12 months and 4 subsequent optional 12-month odering period. The maximum quantity is anticipated to be 3,600 a year with no contract minimum mandated. The solicitation shall be issued approximately 1 May 2006 with the closing date 45 days from issue date via the internet at http://www.FedBizOps.Gov. All contractors who provide goods/services to the DoD must be registered in the Central Contractor Register (CCR). The solicitation will require online certifications and representations (ORCA), http://orca.bpn.gov. Failure to comply with ORCA registration may make the offeror ineligible for award. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with full and open competition under authority of FAR Part 15. This notice is not a request for competitive proposals. However, interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for the item, and past performance data no later than 25 April 2006 to Commanding General, Marine Corps Systems Command, Attn: Code PMM 2041, 2200 Lester St., Quantico, VA 22134.
