Description
UNITED STATES DEPARTMENT OF THE TREASURY- IRAQ ADVISORS The U.S. Department of the Treasury provides technical assistance and policy advice to senior government and central bank officials and market participants in nearly 70 countries. We are recruiting candidates for five positions to be Treasury Advisors in Iraq. Positions are available immediately for one-year assignments. The advisors should be able to demonstrate an ability to work effectively in a multi-cultural environment and must be willing to relocate to Baghdad, Iraq. We are seeking individuals with professional experience and qualifications in the following areas: Banking Reform Banking Supervision and Regulation Monetary Policy Accounting, Audit and Internal Controls Financial Management Information Systems The incumbents would report directly to the Treasury Attach?/Director of IRMO-Finance at the U.S. Embassy. Listed below are the titles and brief descriptions of these five positions: Central Bank Audit Follow-Up Advisor Brief Position Description: The incumbent of this position would work with the Ministry of Finance and the Central Bank of Iraq to implement the recommendations resulting from the 2005 audit of the Central Bank of Iraq, bringing the CBI in line with internationally accepted accounting practices. Banking Reform Advisor Brief Position Description: The incumbent of this position would work with the Ministry of Finance, the Central Bank of Iraq, and Iraq?s major state-owned banks to help them restructure, developing proposed laws, regulations and procedures to encourage the growth and development of Iraq?s commercial banking sector. Banking Supervision Advisor Brief Position Description: The incumbent of this position would work with the Central Bank of Iraq to help develop proposed laws, regulations and procedures to build the CBI?s capacity to effectively supervise state-owned and commercial banks throughout Iraq Monetary Policy Advisor Brief Position Description: The incumbent of this position would work with the Ministry of Finance and the Central Bank of Iraq to help them develop proposed laws, regulations, procedures and instruments to pursue effective monetary policy that encourages the growth and development of Iraq?s economy. The incumbent would report directly to the Treasury Attach?/Director of IRMO-Finance at the U.S. Embassy. Financial Management and Information System Advisor Brief Position Description: The incumbent of this position would work with the Ministry of Finance and the Central Bank of Iraq to help continue the implementation and operation of an electronic Financial Management and Information System (FMIS), replacing the current Iraqi system of manual ledgers and cash transfers. . These Treasury Advisors will coordinate their efforts with other providers of technical assistance and will be engaged pursuant to a personal services contract administered by the Office of Technical Assistance of the Treasury Department of the United States. Candidates must be U.S. citizens or U.S. resident aliens. SALARY AND BENEFITS: Salaries are negotiated in accordance with program regulations, based on demonstrated salary history and the skills required. The salary range is from $118,957 to $152,000. Overseas benefits are provided as allowed by federal regulations. Successful applicants will be subject to a background investigation at the appropriate level.
