- NAICS Code: 541613 Questions for PR-DC-06-01595 (RFQ-DC-06-00218): Aging Communications and Outreach Support 1. If I'm not a Service-Disabled Veteran-Owned Small Business (I'm an 8(a) certified minority woman owned small business, but not a veteran), does that mean I wouldn't qualify for the contract? Since this is a total Service-Disabled Veteran-Owned Small Business set-aside, only offers from contractors with this status will be considered. 2. What was the award amount last time? If there were no earlier contracts, what is your budget? This is a new requirement. We are not able to provide you with the budget for this project. Please see the solicitation for the Government's estimated level of effort, which should help with the preparation of the cost estimate. 3. Regarding Performance objective 3, under task 1, should we include cost for the mailing list, printing and distribution of materials? If yes, how many people do you plan to mail to? No, do not include cost for the mailing list. Also see response to Question #4. 4. Also regarding performance objective 3, should media and printing costs be included? No, media and printing costs will not be covered in this contract. 5. As far as website, are we expected to create the entire site? If so, how many pages do you anticipate? No, you will not be required to create a website. The task is to increase visability of the website and HTML pages that can be placed on the website. Fact sheets are on average 2-4 pages. It is unknown precisely how many new fact sheets or translations will be completed during the period of the work. A per page estimate of cost to prepare is recommended. 6. Objective 1 - Work Plan and Budget a. States "Overall management effort of the contract, including planning the meeting...". Please clarify the referenced meeting. See Question 6d. b. What ODC's will be required for the contractor to purchase, e.g., CD's? Assume the contractor has the office equipment and supplies to carry out office work. One CD per print job is required for GPO printing. c. We understand the majority of the work is to be completed at the contractor's facilities. Please confirm this to be true. Yes. d. What other locations might staff be required to travel to? Face to face meetings with EPA staff at least once every 4 months. The office is located at 1200 Pennsylvania Ave NW. Washington, DC. If the contractor is not based locally, phone conversations will suffice. 7. Objective 2 - Communications Technical Assistance and Support a. Contractor is required to develop order forms. Is it the preference of the Aging Initiative to have the order forms as a link on the web site? No. We already have a resource at the agency. b. What software package will be required for the development of the outreach materials? That is up to the contractor. c. How many publications currently exist? See website: www.epa.gov/aging d. How many fact sheets currently exist? See website: www.epa.gov/aging e. Are the fact sheets generally a single-sided or a double-sided document? See website: www.epa.gov/aging f. Has the Aging Initiative used a translation service in the past for the multi-language translations Some in-house translations were completed and for other languages a contractor completed the translations. g. Contractor is required to revise fact sheet for a low literacy audience. How many fact sheets are written above the 6th grade level? Please specify the languages. See website: www.epa.gov/aging 8. Objective 3 - Develop Outreach Social Marketing Plan to Reach Older Adults and Their Caregivers Regarding Environmental Health a. How many mailings are projected? See Question 3. b. Will the Contractor be responsible for postage? See Question 3. c. How many entries are on the Aging Initiative List Serve? The purpose is to expand the number of members on the listserve. d. Will the Aging Initiative provide the Best Practices to the Contractor? Contractor will review materials and prepare a document that describes the best practices. e. Will the Contractor have the authority to post Aging Initiative approved links on new and targeted audience web sites? Contractor will work closely with the EPA on those decisions. f. Where is the website hosted? See www.epa.gov/aging 9. How many other SDVOBs were invited to bid on this solicitation? The solicitation was directly sent to 5 SDVOBs and posted to EPA's website. Any SDVOB that reads the solicitation and is capable of providing the work specified in the Statement of Work can submit a bid for this solicitation. 10. Is this a new requirement or is there an incumbent? This is a new requirement. 11. If there is an incumbent, is the contractor eligible to bid this time? There is not an incumbent for this project. 12. What is the range of communication products and services anticipated by the EPA to support this mission? Will the range be the responsibility of the contractor to use its research and professional judgment to provide results-oriented, cost-effective recommendations? Yes. The contractor's work will be reviewed and approved before disseminated through the government website or mailing. Recommendations on cost effective approaches to reach targeted audience is welcomed. 13. What is the anticipated turnaround time for translation of products? About a month. Willing to work with a reasonable plan. 14. If this is a new business, may the business owners and team members submit their personal experience of completing these kinds of products and services as a member of the military, civil service, federal contractor or non-profit organizations for more than 20 years as past performance ? Yes. 15. Since this isn't a performance-based contract, can you provide the position descriptions or job categories for previous similar work to support this EPA mission? Position Description: The contractor may be asked to design fact sheets, graphs, charts, posters, presentations, color slides, brochures, reports, and newsletter. The contractor may create and present designs and/or concepts, draft and edit content, prepare print files, and review printer proofs. Support may include updating and maintaining mailing lists and developing order forms. The contractor, as requested by the project officer, may review the communications to ensure technical accuracy and translate these documents into multiple languages. The contractor may produce small quantities of color outputs, consistent with FAR limitations. 16. In the Statement of Work Under Performance Objective 2- We will be writing, designing and, in some cases, translating materials, including fact sheets and other outreach materials. In terms of preparing a cost quote, since we don't know the magnitude of publications to be produced, or number of languages into which some or all publications will be translated, I assume we estimate the LOE for the various services to be provided (writing, editing, design, translation) to the best of our ability and provide an explanation in the budget notes.
