- The United States Environmental Protection Agency (US EPA), Office of Prevention Pesticides and Toxics/Pollution Prevention Division (OPPT/PPD), anticipates conducting a full and open competition to award a level of effort, cost reimbursement contract to promote pollution prevention both inside and outside the Agency. This is done in several ways, such as using voluntary pollution reduction programs, engaging in partnerships, providing technical assistance, funding demonstration projects and incorporating cost-effective pollution prevention alternatives into regulations and other initiatives. The purpose of this contract is to provide continuing Pollution Prevention support. The Office?s Pollution Prevention activities can be viewed as focusing in four distinct areas: Greening Supply and Demand ? national and regional P2 efforts to increase the demand for and supply of greener goods and services. It also seeks to promote P2 approaches and techniques as an essential part of how businesses operate. P2 Integration ? multi-office efforts to use P2 solutions to address issues of concern to EPA program offices. Delivery of P2 Services ? regional and state outreach efforts to provide P2 tools and technical assistance to stakeholders. P2 Program Support ? includes general programmatic support such as the development of outreach materials and measurement methodologies. The North American Industry Classification System (NAICS) code is 541620. The Size Standard is $6.5 million. The anticipated contract will be a Cost Plus Fixed Fee (CPFF) type with a 12-month base period and four 12-month option periods. The basic quantity per period will be 11,000 hours with an option to increase the quantity by 1,470 hours per period. The Request for Proposal will be posted on the internet on or about 17 February 2006. Proposals shall be due approximately thirty (45) days after the RFP issuance date.
