Description
NAICS Code: 541710 The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b), with Dr. Jost O.L. Wendt to provide Technical Support for Evaluation of Fundamental Combustion Phenomena of the EPA's in-house Combustion Research Program for use in the U.S. EPA's Air Pollution Technology Branch (APTB). The current NAICS code is 541710. Based on the EPA's knowledge of the Technical Support needed for the Statement of Work (SOW) there may be unique capabilities to particular contractors/consultants. The SOW is as follows: STATEMENT OF WORK Background: The EPA is seeking technical support for the evaluation of fundamental combustion phenomena of EPA's in-house combustion research program. II Task and Deliverables: Task 1: The contractor shall draft a research report or paper describing efforts examining, interpreting, and relating the physical, chemical, and toxicological properties of ultra-fine coal fly ash particles, produced in the EPA's drop tube furnace reactor and/or the EPA's innovative furnace reactor. Assistance is required to interpret these data and make recommendations for further experimental work. Note: Collection and analysis of these samples is being performed in-house. Task 2: The contractor shall draft a research report or paper describing the results of a parametric investigation of an existing Selective Catalytic Reduction (SCR) model initially designed to predict Nitric Oxide (NO) reduction by Ammonia (NH3) reagent, and recently modified to include heterogeneous kinetics of Sulfur Dioxide (SO2) oxidation to Sulfur Trioxide (SO3). Parameters of interest include gas concentrations and temperature. Results shall investigate the effects of these parameters on the relative conversion efficiencies of NO to Nitrogen (N2) and SO2 to SO3, as well as provide recommendations of process variables that maximize NO reduction and minimize SO2 oxidation. Task 3: The contractor shall draft a research report or paper describing methods of generating and characterizing ultra-fine particles with varying carbon (soot) and metal concentrations, to examine the hypothesis that the presence of carbon mediates the valence state of metals (especially transition metals) promoting reduced species, stable free radicals, and increasing toxic effects through enhanced reactive oxidative stress. These particles will be produced in the EPA's drop tube furnace reactor. In addition, assistance is required to interpret the obtained data and to make recommendations for further experimental work. Deliverable Schedule DELIVERABLE Schedule Task 1: First draft report 10 weeks after award Task 2: Second draft report 8 months after award Task 3: Third and final draft report 17 months after award However, any firm believing itself capable of meeting the EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
