Description
NASA/GRC has a requirement for provide four (4) additional Advanced Stirling Convertors (ASC). The design and operating characteristics of these units shall be identical to the current design of the non-hermetic ASC-1 except where required in order to meet the following: 1. All four convertors shall be hermetically sealed 2. Two of these convertors shall be designed to operate with Heater Heads made of Inconel 718 to allow 650 C operation. (termed ASC-0, designating the lower temperature configuration) 3. Two of these convertors shall be designed to operate with Heater Heads made of MarM-247 to allow 850 C operation. (termed ASC-1HS, designating ASC-1 configuration, Hermetically Sealed) 4. Prior to hermetically sealing the convertors, ?burn-in? testing of the convertors shall be performed in order to demonstrate and establish acceptable baseline performance. 5. After hermetically sealing the convertors, each unit shall be operated to establish baseline hermetic performance 6. Testing shall be conducted with the convertors in single unit configuration for checkout purposes and also in matched dual-opposed configuration to allow tuning of the matched pairs prior to hermetic sealing. Testing shall also include thermal cycles (stop/start) and continuous operation as needed in order to identify any infant mortality or non-conformance issues prior to hermetic sealing. Government Furnished Property: The following shall be provided to the contractor from the Government. These items provide an efficient means of conducting ?burn-in? testing, and also ensures seamless integration of the hardware into the GRC facility once delivered. 1. Data rack and controller. This data rack and controller shall be used for ?burn-in? testing of the convertors prior to and after hermetic sealing and will allow autonomous operation and thermal cycling. This rack is a self contained unit typical of those to be used in the GRC facility. Quantity: 1. 2. Heat rejection flange hardware. The heat rejection flanges are components which will be joined to the convertors during the fabrication process. The flange allows adaptation of the convertors for in-air operation as well as thermal vacuum operation. Quantity: at least eight. 3. Heat collector design. The design shall be utilized by the contractor in fabrication of the heat collectors and these components will be joined to the convertor during the assembly and fabrication process. The heat collector allows integration of the convertors with the GRC heat input hardware. Design only, no hardware. ADDITIONAL DELIVERABLES: 1. ASC-0 with IN718 heater head (Quantity 2) 2. ASC-1HS with MarM-247 heater head (Quantity 2) 3. Copies of the production ?travelers? and log books associated with each ASC unit 4. Summary report including burn-in test data for the ASC convertors 5. Drawing set of the ASC-0 and ASC-1HS 6. Listing of Data to be Furnished with Restrictions PERIOD OF PERFORMANCE: Delivery of the two ASC-0 convertors shall be no later than July 28, 2006. Delivery of the two ASC-1HS convertors shall be no later than September 29, 2006. The period of performance through March 31, 2007 remains in effect NASA/GRC intends to purchase the items from SUNPOWER, of ATHENS, OHIO 45701. Sunpower, under its current contract NAS3-03128, is uniquely capable of providing these additional ASC units using designs and technologies that required substantial development during Phase I and the ongoing Phase II of this contract. In the fabrication of the ASC?s Sunpower has applied its proprietary technology along with its considerable expertise and experience. The ASC design developed during Phase I and Phase II of this contract is currently the highest efficiency free-piston Stirling convertor ever produced. There would be substantial duplication of cost to the Government to award a contract for these four additional ASC?s to another vendor. The new vendor would have to duplicate research efforts already performed by Sunpower in order to develop an ASC that meets the current high efficiency level that these units meet. These costs would not be expected to be recovered using a competitive procurement. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Irene.Cierchacki-1@nasa.gov later than 4:30 p.m. local time April 27, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
