Description
The procurement is unrestricted. The North American Industry Classification is 236220, size standard is $28.5 million. All responsible sources are encouraged to submit a proposal, which shall be considered by the Smithsonian Institution. Estimated cost of construction is more than $10 million. The Smithsonian Institution is soliciting qualification proposals for a design build contractor for the Asia Trails Project, Phase II, Elephant Facility at the National Zoological Park (NZP) located at 3001 Connecticut Ave, NW, Washington, DC 20008-2598. The project consists of design and construction of all work within the project boundaries for the Asia Trail Phase II, Elephant Facility including design completion, specification development at a LEEDS Gold Standard; continued Operation, Maintenance and Upgrade of Site Utilities ( electrical, gas, water, steam, stormwater, sewer, telecommunications, IT, etc.); Relocation of Olmsted Walk to meet the requirements of the Americans with Disabilities Act; review and approval coordination by the Smithsonian Institution (SI), National Zoological Park (NZP), Commission of Fine Arts (CFA), National Capital Planning Commission, and the DC Historic Preservation Office (DC HPO); and complete Construction Documents for approval and acceptance by SI and NZP. The Smithsonian Institution intends to award a single firm fixed price contract, utilizing the two-phase design-build acquisition method for this procurement. Under the first phase, a Request for Technical Proposals will be issued on or about April 26, 2006. The technical proposals shall not include prices or pricing information. The technical proposal will be evaluated to determine acceptability of the offeror?s qualifications for further consideration during phase two of the acquisition process. Technical Requirements include the following categories: Design Team and General Contractor Relevant Experience and Past Performance; Plan of Accomplishment and Contract Time; Key Personnel and Subcontractors; and Key Specialty Subcontractors. Phase 1 - Request for Quotation (RFQ) solicitation will be posted to the Federal Business Opportunity web site located at http://fbo.gov. Under phase 2, the technically acceptable offerors will receive an (RFP) along with conceptual design drawings with specific project requirements, and/or specifications that will establish design intent. The acceptable offerors will be invited to participate in a one-day charette to address specific design / performance requirements necessary to promote a healthy environment for the Elephant Facility. Offerors will be given a $25,000 a stipend to prepare an aesthetically and environmentally functional and pleasing facility that conveys the offerors depth of understanding of the program requirement. Also included will be the following documents which outlines the design process requirements:1) Smithsonian Institution Special Conditions for Architect / Engineer Services 2) Smithsonian Institution Codes, Standards and Guidelines; 3) Smithsonian Institution Design Process Definitions and Guidelines for Submissions; and 4) Smithsonian Institution Project and Construction Cost Estimation Services. A single firm fixed price contract award is contemplated based on the most advantageous and best value offer to the Smithsonian Institution. The Asia Trails Project, Phase II, Elephant Facility be completed in approximately 1225 calendar days from date of issuance of the official Notice to Proceed.
