- Description
- This is a pre-solicitation notice for riparian restoration and stabilization. The upcoming solicitation will be issued as a request for quote (RFQ) for commercial items under Federal Acquisition Regulation (FAR) Part 13; Simplied Acquisition Procedures. The contractor shall provide all management, tools, supplies, equipment, transportation, licenses, insurance, permits, and labor necessary to perform the requirements as listed. Site assessment shall include evaluating the condition of the stream banks by field survey work using GPS technology, locating de-vegetated, unstable and slumping sections of stream bank. Field data shall be collected on valley form, channel width, average depth and velocity, mean discharge, gradient, roughness of channel materials, sediment load and sizes, channel entrenchment, sinuosity, and other pertinent attributes. The in-stream habitat features shall be located and described. The contractor shall generate a written assessment describing current stream, bank, and riparian conditions using appropriate charts, maps, and graphs. The report shall present all field data collected in a meaningful way using both qualitive and quantitive narrative as appropriate. Stream channel classification shall follow the techniques described by Rosgen (1994). A proper Functioning Condition shall be developed to characterize the physical functioning of the riparian area. The contractor shall develop the riparian and restoration design. The design shall address the entire study area, and detail all materials, equipment, site preparation, and labor needed to restore/stabilize the identified damaged areas. The design shall include stabilization structures as appropriate and a revegetation strategy. The design should first and foremost be developed to restore and stabilize the riparian area. Secondly the design must compliment wildlife needs. All design elements must be covered under Regional General Permit issued by the Department of the Army. All plantation of vegetation must adhere to the conservation practice standard as set by the Natural Resources Conservation Service. All site preparation plans must be approved by 319 CES, and have appropriate permits. Installed plant material must be protected from rabbits, deer, etc., and shall be sprayed with appropriate repellent or other protection means agreed upon. The vegetation shall be watered as needed the first growing season depending on the weather cycle. This requirement is offered on an unrestricted basis. The North American Classification Code (NAICS) for this requirement is 924120. The government intends to award a Purchase Order. The government anticipates the issuance of the solicitation and all supporting documents no later than 10 March 2006, 1400 Hrs local. The entire solicitation will be made available via Federal Business Opportunities website (http://www.eps.gov). No paper copies will be issued. Potential offerors are responsible for monitoring this site for release of the solicitation package.
