NOTE: THIS IS BEING ISSUED USING THE CASCADING METHOD. OTHER POSTINGS CAN BE FOUND ON OTHER SITES UNDER THE FOLLOWING SOLICITATION NUMBERS; (GS-08P-06-JA-D-3044 (8a)), GS-08P-06-JAD-3044a (SDVOSB), GS-08P-06-JA-D-3044b (HUBZONE), GS-08P-06-JA-D-3044c (SMALL BUSINESS), GS-08P-06-JA-D-3044d (OTHER THAN SMALL BUSINESS: General Services Administration is planning to issue a construction solicitation to Repair/Replace Roofs on Government buildings located in the following counties; Jefferson County, Denver County, El Paso County, Boulder County, Arapahoe County, and Adams County. Over 75% of the work is located on the Denver Federal Center, Lakewood, Jefferson, County, and Colorado. A multiple award will be made to a maximum of three (3) contractors for a firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) construction contract. The performance period for this contract is to include a one-year base period with four one-year option periods. The estimated contract magnitude for this acquisition is between $500,000 and $2,000,000 per awarded contract. The minimum amount of work guaranteed for over the life of this contract is $20,000 per year, per contract. The award will be made on a ?bestvalue? basis. General Services Administration will be evaluating against the following evaluation criteria: 1) Experience - Contractor must have a minimum of 3 years experience in SAS Built-Up Roofing Systems, Superintendent shall have a minimum of 5 years roofing experience. 2) Past Performance 3) Contractor shall be capable of responding to emergencies in the Denver Metro Area within 2 hours and within 4 hours for the rest of the State of Colorado. 4) The contractor shall be able to provide a "no cost" manufacture's 20 year warranty. It is GSA's goal to ensure adequate participation by small & small disadvantaged business concerns. Taking that into consideration, this requirement is being advertised to receive proposals from all types of firms under this competitive award with a "cascading" preference, (a) Definition. For purposes of cascading set-asides, "adequate competition" is defined for an 8(a) tier as "(1) at least two competitive offers are received from qualified, responsible business concerns at the tier under consideration; and (2) award will be made at fair market prices as determined in accordance with FAR 19.202-6." "Adequate competition" for a, service-disabled veteran-owned small business (SDVOSB), or small business tier is defined as "(1) at least two competitive offers are received from qualified, responsible HUBZone concerns, or (2) one offer is received from a qualified, responsible HUBZone concern and the contracting officer decides to make an award to that firm." (b) Procedure. Any award(s) resulting from this solicitation will be made using the following set-aside order of precedence: (1) Section 8(a) business; next, (2) Service-disabled veteran-owned small businesses; next, (3) HUBZone small business; next, (4) "Other small business"; and last (5) Other-than-small businesses The estimated date for issue of the solicitation is on or about March 17, 2006. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in FAR 52.204-7 and Update all representations and certifications electronically via the BPN website - http://orca.gov per FAR 52.204-8. CCR can be obtained by accessing the Internet or by calling 1-888-227-2423. Registration must be obtained prior to award. No paper copies of the solicitation will be mailed, faxed, or e-mailed. The solicitation will be available for viewing and downloading on the Government Electronic Posting System (EPS) or the FedBizOps sight at www.fbo.gov or www.fedbizopps.gov. Offerors must register on the site in order to receive notification of the solicitation and any subsequent addendum(s). Please submit any questions regarding the solicitation in writing at the pre-proposal conference, date for conference to be announced in the solicitation.
