Description
(i) THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS/QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THIS IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. ALL INFORMATION IS TO BE SUBMITTED AT NO COST TO THE GOVERNMENT. (ii) Reference number for this combined synopsis/solicitation is: FA5215-06-R-0001. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-07, 2 February 2006. FACs issued prior to award will be incorporated in awards resulting from this solicitation. (iv) This is a commercial acquisition and it is a 100% Total Small Business set-aside; all responsible sources may submit a quote. The associated applicable North American Industry Classification System (NAICS) code is 423490, and the small business size standard is 100 employees. (v) See ATTACHMENT 1 -Description of Agreement- for complete description of the requirement. (vi) Multiple/Pre-priced Blanket Purchase Agreements (BPAs), NOT CONTRACTS, for War Fighting Assets and Troop Support Gear to be delivered to various PACAF assigned bases within the Pacific Theater (FOB-Destination) will be established with qualified vendors based on the Governments assessment of each vendors capability to satisfy the Governments requirements, based on information submitted in response to the Sources Sought Notice (Reference FA5215-06-R-0001) and this announcement. (vii) All prospective offerors interested in submitting a quote on this solicitation must have a Commercial and Government Entity code (CAGE code). (viii) To be considered for a BPA, vendors must submit the required information NOT LATER THAN 4:00 PM HAWAII STANDARD TIME (HST) ON THE RESPONSE DUE DATE = WEDNESDAY, 26 APRIL 2006, to the Contracting Officer/Specialist via written request (submittal by e-mail is preferable). (ix) ONLY QUALIFED VENDORS WILL RECEIVE A COPY OF THE COMPLETE LIST OF ITEMS/QUANTITIES REQUIRING PRICING. VENDORS MUST SUBMIT AN E-MAIL/WRITTEN REQUEST NO LESS THAN FIVE-(5) CALENDAR DAYS PRIOR TO THE RESPONSE DUE DATE (21 APRIL 2006) in order to have adequate time to submit proposal/quote. NOTE: Listings are in MSExel(R) format. Vendors who feel they can provide items that meet this requirement must submit clear and convincing substantiating data. This data must include complete commercial specifications and specific pricing data. This information will be forwarded to the Using Activity for evaluation to determine if the products will fulfill their specifications. (x) PRICING: Pricing shall be established at the time of award of the BPA and updated annually and/or as required by any equipment change, substitution or upgrade. Pricing shall be based on published catalog price list and any discounts offered. Prices to the Government shall be as low as, or lower than, those charged to the contractors most favored customers for comparable quantities of similar items or services. Pricing information will be provided as an attachment to the BPA. ***Any additional fees or Price Lists should be included with your quote*** (xi) Additional information on BPAs is at FAR 13.303. BPAs will be issued in advance of actual requirements in order to set forth the terms and conditions that will be applicable to purchases made under each BPA, aka Calls. Upon issuance of a BPA, the Government will be obligated only to the extent of authorized purchases actually made under the BPA. Each established BPA will be for a duration of one (1) year, subsequent to review and updated, if necessary, at that time. Competition for individual calls may be limited to BPAs established subsequent to this announcement, if deemed by the Contracting Officer to represent the maximum practicable competition. (xii) The performance period for this BPA will be the date of the Agreement (the date entered into Block 3 of the DD Form 1155) and shall be effective for one (1) year unless sooner cancelled in writing by either party. Delivery location/Place of performance: Contractor shall provide shipping of all items commercially to PACAF assigned bases. Acceptance will be performed by the Government. The FOB Point is destination. (xiii) All responsible sources may submit a quote, which will be considered by the agency. Award will be made to the vendor whose offer conforms to the solicitation requirements and provides the best overall value to the Government. (xiv) Questions should be submitted in writing and e-mailed to Contract Specialist as identified below. (xv) See ATTACHMENT 3 -Clauses and Provisions- The full text of clauses and provisions can be accessed at he following web address: (http://farsite.hill.af.mil/). (xvi) Proposals/Quotes may be e-mailed or faxed. All offers are due to the 15th Contracting Squadron no later than 4:00 PM HAWAII STANDARD TIME (HST) ON THE RESPONSE DUE DATE = WEDNESDAY, 26 APRIL 2006. Any response packages that are incomplete will not be considered for award. (xvii) No telephonic responses will be processed. (xviii) Please submit the following with the quotation: (1) Cover sheet (See ATTACHMENT 2); (2) Price List (To be provided as stated in Paragraph (ix) above); and (3) Completed Representations and Certifications, as required in FAR 52.212-3 with Alternate I and DFAR 252.212-7000 (See ATTACHMENT 4) NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (11-APR-2006); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
