- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Although this is a combined synopsis/solicitation, please refer to the hard copy solicitation available on the Gateway at http://progate.daps.dla.mil/. You must submit your quote on the hard copy solicitation. From the Gateway homepage, left-hand sidebar, select “Search RFPs.” Then choose the RFP you wish to download. RFPs are in portable document format (PDF). To download and view these documents you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. A paper copy of the solicitation will not be available to requestors. The combined synopsis/solicitation will be issued on 10 February 2006, with a closing date of 03 March 2006. Solicitation number SP0406-06-R-1374 is issued as request for proposal (RFP.) The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005. Solicitation is a 50% small business set-aside and NAICS code is 324191, 500 employees. Defense Priorities and Allocations System (DPAS) rating is DO-A1. Purchase request YPG05291000617 for NSN 9150-00-753-4937, Lubricating Oil, Aircraft Piston Engine. Grade SAE 60, Commercial Grade 120, NATO Code Number O-128. Will result in a Firm Fixed Price contract for 1,344 DR with a 100% option. Unit drum contains 55 gallons. Requested delivery is 45 DARO for stock lines to AQ5, Tracy, CA (445 DR) and SRG, Richmond, VA (227 DR) for the unrestricted and partial set-aside portions. Specification SAE J1899-00 applies. QPL applies. FOB Destination with Inspection & Acceptance Destination. This is a critical application item; type II shelf life applies. QAP 196 applies. MSDS and Hazard Warning Label are required. Automated Best Value System (ABVS) applies; the final contract award decision may be based on a combination of price, past performance, and other evaluation factors as described in the solicitation.
