- Description
- The Federal Republic of Germany (FRG) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid on construction of a new south gate and a large vehicle inspection station at Spangdahlem Airfield. The FRG is serving as the Host Nation for this project, which was authorized by the NATO Infrastructure Committee. The estimated value of this project is 5.0 million Euro ($6.1 million USD). The reference for the Invitation for International Bid (IFB) is AC/4(PP)N(2006)0020. The U.S. Department of Commerce will be using the reference IFB-GERMANY-AC4-2006-20. SCOPE OF PROJECT Guardhouse: Gross floor area approx 54 m2 single-story Technical Building: Gross floor area approx 72 m2 single-story Central heat supply Emergency power system Transformer station Roof of steel framework truss approx 41m long and 13.50 m wide, as saddle roof Large Vehicle Inspection Station: Gross floor area approx 580 m2 single-story Steel facility with exterior walls of sandwich panels Exterior Installations: 76 m fence system 2 sliding gates, approx 25 m 2 vehicle barriers, type 2, each 4.00 m wide 450 m sewer line DN 150-DN 400 950 m water line DN 300 GGG 24,000 m2 putting in of topsoil 14,500 m2 bituminous roads The works outlined above will not be divided into individual lots. The contract will not include performance of planning services. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. Please visit the following website for instructions on applying for approval to bid on NATO projects: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm A firm that has been approved for bidding on NATO projects must request that the U.S. Department of Commerce issue a Declaration of Eligibility (DOE) for each project on which the firm wishes to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the U.S. Embassy, which in turn forwards it to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by the Host Nation when the Invitation for International Bidding (IFB) has been issued. IMPORTANT DEADLINES 1.
