Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NRMT0000-6-00020 is being issued as a Request for Quotation. This acquisition using simplified acquisition procedures is being solicited under full and open competition. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Climate Program Office will host the 4th Annual System Review Workshop which requires a meeting facility in the Silver Spring MD area beginning May 10, 2006. The purpose of this workshop is to focus on ocean observing system applications, illustrated poster presentations, and summary reports on the current state of the nation's oceans. This solicitation is for the services of a conference and meeting facility to provide an inclusive government meeting package (lodging rooms, meeting rooms, audio visual equipment) that will accommodate approximately 100 attendees at the meeting. A block of approximately 90 sleeping rooms will be needed for 3 nights at the Federal Government per diem rate for the Silver Spring MD area, beginning May 9, 2006. These rooms will be paid for directly by the attendees. The conference and meeting facility must provide accessible facilities under the Americans for Disabilities Act, must be FEMA approved and must meet the following requirements: 1) Availability of conference and meeting facilities on the specified dates of May 10-12, 2006; 2) Location of the facility must be within walking distance to NOAA's Silver Spring facility, OAR HQ and Silver Spring Metro; 3) Provide general session meeting rooms for approximately 100 attendees for May 10 and 11, 2006 and additional room for registration processing. Meeting room to be set up in classroom style with adequate space for writing (only 2 persons per 6 foot table); 4) Separate room for the display of Exhibits/posters for the three consecutive days of Workshop; 5) On-site storage for confidential documentations, brochures and catalogues pertaining to the workshop; 6)Provide audio/visual support (LCD projector, standard overhead projector, flip chart with markers, podium with microphone, oversized screen, cart and necessary video/audio cables); 7) On-site meeting logistics support from skilled technicians; 8) Two light refreshment breaks to be provided May 10 and May 11, at 10 a.m. and 3 p.m. Evaluation factors include the following: Location of the facility in Silver Spring MD within walking distance to NOAA's Silver Sprilg facility, OAR HQ and Silver Spring Metro; Approach: The likelihood of effectively meeting requirements; Past Performance: Demonstrating experience with large government workshops; and Price: Inclusive of Government Meeting Package. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-07. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52-212-2, Evaluation: Commercial Items. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation will be most advantageous to the Government, price and other factors considered. The FAR 52-212-3, Offeror Representations and Certifications - Commercial Items. Offerors must include a completed online copy of Offeror Representations and Certifications (see registration at www.bpn.gov) along with the offer; FAR 52-212-4, Contract Terms and Conditions, Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following additional FAR clauses are applicable to this acquisition: 52-203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans for the Vietnam Era; 52.232-1, Payments; 52/249-2, Termination for Convenience of the Government (Fixed Price)(Short Form). All responsible sources that can meet the requirements and provide the items as listed above may respond to this solicitation by submitting a proposal on setting forth an approval to perform the work, location, past performance and price.
