- Description
- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration intends to negotiate on a non-competitive basis citing 41 U.S.C. 253(c) (1) with Statistic Canada (SC) which is located Ottawa Ontario, Canada. This requirement is for the renewal of statistical data services provided to the International Trade Administration (ITA), Manufacturing & Services, Office of Travel & Tourism Industries (OTTI). The data is based on International Travel Surveys administered by Statistic Canada. The Contractor shall provide FY 2004 survey of Canadian visitors to and from the United States. Data files must be e-mail monthly, quarterly and annually. The annual Canadian Travel Report has monthly and annual Canadian arrivals of one or more nights to the U.S. which is provided by SC for analysis and reporting. A limited amount of U.S. resident travel to Canada is also reported at a monthly level. This notice of intent is to negotiate on a non-competitive basis with Statistic Canada. Statistic Canada (SC) is the only source of data on travel between the U.S. and Canada, thus OTTI uses SC?s data as the official tourist visitor counts. Data files must be e-mailed monthly, quarterly, and annually. The annual report analyzes travelers by province of origin, season of travel, mode of transportation only and provides estimates for inbound (Canadians to the U.S) and outbound travel (U.S. residents to Canada). The in bound statistics are incorporated in OTTA?s reports on Canadian travel one or more nights to the U.S. contract. This excludes borders-crossers of a single day?s duration. This is a 12 month base period Contract. This acquisition is being issue in accordance with the Federal Acquisition Regulations (FAR) Subpart 6.3 as supplemented with additional information included in this notice. RFQ: TAMS6740-06-90238 is being issued with the notice: 52.213-4 and 52.204-7. The NAICS code is 519190. Interested parties who believe they can meet this requirement are required to submit in writing an affirmative response. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In response, you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this synopsis.
