Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA Southwest Fisheries Science Center (SWFSC), National Marine Fisheries Service (NMFS) located in La Jolla, CA has a requirement for boat support services for leatherback turtle capture and release work, telemetry and habitat studies off the coast of central and northern California. The capture work will start on approximately August 1, 2006 and will continue on an as needed basis through December 2006. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified San Jose State University (SJSU)/ Moss Landing Marine Labs (MLML) as the only source able to provide appropriate boat support of the specific type needed to capture leatherbacks in this area. The Marine Operations Dept at MLML operate an aluminum 30-10 Packcat Landing Craft that is ideally suited for safe capture and release of large leatherback sea turtles. Packcat is a twin hull landing craft which create port and starboard buoyancy points for stability. The ship is designed to support weight forward cargo in rough water operations and has been modified with bow walk to enhance ability to capture leatherbacks, an air band antenna to facilitate communication with spotter aircraft. Moss Landing Harbor is situated in Monterey Bay, providing quick access to areas where leatherbacks are commonly seen. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to San Jose State University (SJSU)/ Moss Landing Marine Labs (MLML), without further notice. A firmed fixed contract will be issued with performance period from Aug 1, 2006 to Dec 31, 2006 and an option to renew for 2007-2008 season. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
