Description
The Centers for Disease Control and Prevention is soliciting quotes in an effort to provide a service to guide the implementation of the new alignment of the National Center for HIV, STD, and Tuberculosis Prevention (NCHSTP), Division of HIV and AIDS Prevention Division. This is a combined synopsis/solicitation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 2006-Q-08501. This solicitation is set aside for small businesses. The NAICS code is 541611. The contractor shall develop a governance model and organization structure for the Division of HIV/AIDS Prevention and create leadership capacity, monitor the rate of successful implementation, and ensure efficient governance. This will be a firm fixed price award with a period of performance of May 1, 2006 to October 31, 2006. The services will be performed at the Corporate Square campus, Bldg. 8 Corporate Square, N.E., Atlanta, GA 30329. The minimum qualifications required are 10 years of demonstrated managerial/organizational development experience, 3 years demonstrated experience/familiarity with CDC/National Center for HIV, STD, and Tuberculosis Prevention (NCHSTP), Division of HIV and AIDS Prevention management structure, and must be located in metro Atlanta. Statement of Work TITLE: Establishing the Governance Model for the DHAP Division within the National Center for HIV, STD and TB Prevention I. BACKGROUND This project is a follow-on to a previous project that involved analyzing and providing recommendations relating to the appropriateness of the organizational structure of DHAP. Previous recommendations include: (1) maintaining one division and making changes to the organizational structure and division functions, maximizing strengths and adjusting the functions of leaders, e.g., increasing the number of deputy positions and changing titles, and reporting relationships to increase branch interaction and responsiveness to partner constituency; (2) expanding Director authority and responsibility, e.g. 90% of day-to-day decisions made as Director/Branch Chief level rather than Division Director; and (3) increasing the role of the Division Associate Directors. This function will allow for leading crosscutting issues within the division and serve as liaisons for increased inter-branch communication and cooperation. Based on subject matter expertise, ongoing teams can be developed to increase communication, involve partners in relevant issues, increase dialogue to avoid duplication of efforts or voids in activities, identify emerging issues to increase proactivity and decrease reactivity in response and anticipation. The ultimate goal is to improve branch support, enhance communication, and increase responsiveness to partners, deadlines, crises, and emerging issues. This project will guide the implementation of the new DHAP alignment. As new responsibilities are created for the entire Division leadership group and specific authority is delegated to Deputy Division Directors and Associate Directors, a structured program of implementation will be necessary to further enhance the leadership capacity of the Division personnel. Phase I of the project will establish the governance model and organizational structure for DHAP. Phase II of the project will guide the implementation of the new DHAP alignment. As new responsibilities are created for the entire Division leadership group and specific authority is delegated to Deputy Division Directors and Associate Directors, a structured program of implementation will be necessary to further enhance the leadership capacity of the Division personnel. II. PURPOSE Phase I- To establish the governance model and organizational structure for DHAP Phase II- To create leadership capacity, monitor the rate of successful implementation, and ensure efficient governance III . SCOPE OF WORK Phase I- This project shall include reviewing and updating previous recommendations. 1. The contractor shall conduct meetings with the Division Director and existing Deputy Directors to assess the current situation within the Division and determine the strategies necessary for implementing the previous recommendations. The contractor shall request additional suggestions and ideas regarding the creation of a workable and efficient structure that would officially combine the two existing Divisions formally into one. 2. The contractor shall conduct discussions and perform analyses to identify and define new and existing reporting relationships and clarify the specific roles of Deputy Division Directors and Associate Directors. 3. The contractor shall formulate specific agreements regarding those responsibilities and authority to be delegated throughout the leadership structure (from the Director to Deputy Directors, Associate Directors and Branch Chiefs). Phase II- This project shall include reviewing and updating previous recommendations from Phase I. 1. The contractor shall structure communication mechanisms that will insure an effective flow of information from the staff upwards to Divisional leadership. 2. The contractor shall implement methods for monitoring the successful delegation of authority to the Deputy Directors and Branch Chiefs. This includes an assessment of how effective the new Division structure is functioning once it is in place and identifies any necessary ongoing corrections. IV. TASKS TO BE PERFORMED Phase I- To accomplish this project successfully, the contractor shall: ???nConduct a series of meetings with the Division Director, to identify his suggestions for implementation of the previous recommendations suggested during the review conducted for NCHHSTP OD office under a previous contract regarding the Division??s governance and organizational structure. ???nConduct multiple meetings with the Division Director and Deputies to identify the specific areas of authority and decision making that will be delegated throughout the Division. ???nConduct joint meetings with the Division Director and Deputy Directors to discuss and reach agreements on the formal mechanisms for implementing the Division??s new governance and organizational structure. ???nConduct extensive meetings with Deputy Division Directors to identify the specific authority they would require to effectively lead their areas of responsibility. ???nConduct a series of meetings with the Branch Chiefs to discuss the new organizational structure and to understand their perceptions regarding necessary adjustments in their responsibilities and authority. ???nConduct or guide specific skill development sessions to selected Branch Chief(s), and focus on leadership, planning, prioritizing, management and communications. Phase II- To accomplish this project successfully, the contractor shall: ???nConduct a series of specifically designed leadership development sessions for the Division OD personnel. This includes the Division Director, Deputy Division Directors and Associate Directors. The sessions would include: Increasing leadership competencies Developing effective managerial communication Planning, prioritizing and assessment Impacting Division morale and performance ???nConduct specific skill development sessions and present to the Associate Directors, and focus on building and leading effective crosscutting teams. As the responsibilities of the Associate Directors increase, it will be necessary for them to provide effective collaborative leadership. ???nConduct a two-day training session and design and present to the Branch Chiefs and team leaders. The content for this session will include: The essential elements of motivation Staff performance and behavior challenges Successful conflict resolution Increasing staff accountability ???nConduct interviews at least three times during the process to assess leadership effectiveness, morale and developmental needs. ???nConduct individualized confidential coaching sessions upon request for all Division leadership personnel. These sessions will address individual growth and development, as well as developing strategies for addressing professional challenges. V. GOVERNMENT FURNISHED MATERIALS N/A VI. PERIOD OF PERFORMANCE This project will begin May 1, 2006 and be completed on October 31, 2006. VII. DELIVERABLES Phase I- A formal written recommendation addressing the governance and organizational structure for DHAP will be submitted to the Project Officer by Monday, June 1, 2006. Phase II- Agendas and post-evaluation instruments will be provided for each training/development session. Periodic summary assessments will be provided to the Division Director upon request and a final summary/recommendation report will be presented to the Division Director within one month of completion of the project. Instructions to Bidders I. Relevant Experience Please provide a description of each contract/assignment completed in the past 10 years relevant and similar to that in the statement of work contained herein. Please provide the name/address and point of contact for each customer. This section shall not exceed 3 pages. II. Technical Approach Please provide a one page summary of proposed approach to completing the proposed work. Please address understanding of requirements, target audience, subject matter and specific considerations/techniques proposed. III. Personnel Please provide a curriculum vitae/resume for each individual expected to provide 20% or more of the labor under the order. Please address education, work experience and any relevant training of the individual. Please explain the role each individual is to play in completing the statement of work. IV. Past Performance Please provide a list of references that can validate the quality of performance on prior similar work. Include references for work listed in item I. above, in addition to any others. Please provide the following for each reference, not to exceed a total of five: Name; Employer; Address; Telephone Number/E-mail address; Description of work for which they are provided as a reference; and individual??s role. IV. Budget Please provide a budget for the proposed work. a. Labor: Include labor rate and number of hours for each individual proposed under the order. Discounts may be offered. b.
