Description
The purpose of this synopsis amendment is to correct the presolicitation notice dated 06 Apr 2006 to read as follows: The purpose of this effort is to provide analytical engineering studies to support the AC-130, MC-130H and MC-130P Aircraft Structural Intrgrity Program (ASIP) as a part of the overall Aging Aircraft sustainment effort. This program will compliment the existing generic ASIP program of the C-130 program office, and will focus on identifying and solving AC-130, MC-130E, MC-130H and MC-130P specific structural integrity issues, especially those issues associated with the 30+ year of the aircraft. The contractor shall analyze the area listed in the Performance Work Specification, known to be fatigue-critical, corrosion-prone, and/or highly stressed. Destination: Robins AFB GA 31098. Electronic procedures will be used for this solicitation. See WEB page at http://www.fedbizopps.gov/ . To Mercer Engineering Research Center (MERC) Warner Robins GA 31088 (CAGE 0B1C2). Justification: 10 U.S.C. 2304 (C) (3) as implemented by FAR 6.302-3, Industrial Mobilization;Engineering, Developmental, or Research Capability; or Expert Services. Full and open competition need not be provided for when it is necessary to award the contract to a particular source in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. This requirement is being synopsised for subcontracting possibilities only. Interested sources should contact MERC for subcontracting possibilities. The offer should contact the buyer/PCO identified above for additional information and or to communicate concerns, if any concerning this acquisition. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or the contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentially as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process.
