- This is a request for information (RFI) for the Program Acquisition and Technical Efforts (PATE) contract to obtain industry comments on draft solicitation documents. A previous notice was posted under reference number FA2521-05-SSELMSS. This is not a request for proposals. This contract will be for specialized scientific, engineering, management and laboratory services. The primary purpose of the PATE program is to provide a contract vehicle by which services for cutting edge and/or specialized laboratory support and technologies can be acquired quickly and efficiently. The contractor will be required to monitor the state of the industry, to inform the sponsor of new technologies that may be of interest, and to subcontract for services (via task orders) as requested by the Government. It is anticipated that over 70% of the services acquired under this contract will be subcontracted. The cutting edge and/or specialized technologies that are anticipated as subcontract efforts would include specialized laboratory support and techniques in disciplines such as: molecular biology to include real time Polymerase Chain Reaction (PCR), genetic sequencing and micro-array technologies; microbial culture; immunology to include protein screening, mass spectrometry technologies (including MSnth technologies) and separation of biological materials of interest from complex sample matrices; and meteorological support to include models of transport and diffusion processes. Prime contractor expertise will also be required for the design, engineering and modification of existing air sampler systems. In addition, the contractor will provide in-house operation and management of specific laboratory functions at sponsor laboratory facilities; laboratory data trend analysis and report preparation in support of technical services; nuclear engineering analysis and particle transport analysis; nuclear and particle physics; specialized laboratory equipment design and analysis; chemical engineering and related disciplines; inorganic, organic, analytical, physical and biological chemistry; molecular biology; microbial biology; virology; immunology; biological engineering; mechanical engineering and related disciplines; aerobiological modeling; meteorology; and information technology (IT) and database management. This purpose of this notice is to solicit comments on the draft request for proposal (DRFP) and draft Performance Work Statement (PWS). The DRFP is also posted to this web-site. In order to be qualified to receive the draft PWS you must possess a Top Secret Facility Clearance. The PWS will be sent by secure FAX or mail. The point of contact to request the classified PWS is: Mr. Kyle Roberts, 321-494-9472 Please be prepared to provide the following information: CAGE code, Name and clearance of person receiving the material, Documentation certified by the Facility Security Officer confirming personnel clearances. All firms that feel they would be interested in this solicitation and have comments on the draft documents should respond to this notice by the closing date of this announcement.
