Description
Phase II Synopsis (posted on 12 April 2006): The Nevada National Guard intends to pursue the second phase of the Request for Proposal (RFP) to award a single, firm fixed-price contract for the design and construction (design-build) of Project # UCTL0 09183, Title: Construct Air Intelligence Exploitation Facility at the 152nd Intelligence Squadron for the Nevada Air National Guard, Reno-Tahoe International Airport. The Phase Two solicitation is offered to the contractors selected from the Phase One com petition only. The following four contractors were selected IAW Phase One solicitation criteria: - Clark Construction Group, LLC., 4840 West University Avenue, Suite A3, Las Vegas, NV 89103. The Phase Two solicitation to include bridging documents, plans and specifications will be issued on or about 28 April 2006. Closing date for Phase Two solicitation is 31 May 2006 at 2:00 PM Pacific Standard Time. Potential subcontractors interested in this project may contact these companies for further information. The solicitation, all amendments, site visit minutes and questions will only be issued via the following Intern et site http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. A link to the bridging documents can be found under Plans at the preceding site. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractor's Registration (CCR) and the Federal Technical Data Solution (FedTeDS) in order to view or download the plans or drawings from the web site, which will be available at the time the Phase Two solicitation is issued. =========================================Phase I Synopsis (posted on 18 Jan 2006): The Nevada National Guard intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for the design and construction (design-build) of Projec t # UCTL009183, Title: Construct Air Intelligence Exploitation Facility at the 152nd Intelligence Squadron for the Nevada Air National Guard, Reno-Tahoe International Airport. The project is to provide design and construction of a 36,150 square foot Intel ligence Exploitation Facility. The new facility will house Squadron Operations functions, including command, administrative, mission support, operations, and training facilities for the 152 IS of the NVANG. Primary mission functions will be housed in Sens itive Compartmented Information Facilities (SCIF) to comply with DCID 6/9, Physical Security Standards for Sensitive Compartmented Information Facilities, including an Operations Floor and support spaces. Design and construction shall comply with the sp ecifications and requirements contained in the RFP. The anticipated contract performance period for design and construction is 394 calendar days after receipt of Notice to Proceed (NTP). The estimated price range is between $10,000,000 and $25,000,000. T his procurement is being solicited using the two-phase design build selection procedures authorized by FAR 36.3. The Phase One solicitation issue date is on/about 23 January 2006. Phase One proposal closing date is on/about 21 February 2006. Phase One e valuation factors include, but are not limited to the offeror and offerors team past performance, basic technical approach and capability information. Price is not required with Phase One proposals. Following the review, evaluation, and rating of these pr oposals, the Government intends to select a minimum of three, but not more than five, of the highest rated contractors to advance to Phase Two. The Phase Two evaluation factors include but are not limited to, Price, Technical Data Requirements, Management Plans and a comprehensive Design and Construction Schedule (Price and Technical Data will be evaluated separately IAW FAR Part 15). Award will be unrestricted and is being made pursuant to the Small Business Competitiveness Demonstration Program (Ref: FAR 19(c)(2). Notice of Price Evaluation Preference for HUBZone Small Business concerns in accordance with FAR 52.219-4 is applicable. The North American Industry Classification System (NAICS) Code is 236220 and the Size Standard for Small Businesses is $28.5 million annual receipts for the past 3 years. A Small Business subcontracting plan will be required of a large business offeror w ho is selected to propose in Phase Two and must be submitted with the Phase Two offer. There will be a Pre-proposal Conference on 1 February 2006. Interested contractors are encouraged to attend and shall follow conference registration and base access re quirements shown in the solicitation. A site visit will follow the pre-proposal conference. The solicitation package will be issued via the web only. All amendments, site visit minutes and questions will be posted on the web. There is no charge for the pl ans and specifications, which will be available through the following internet site: http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at the site. For secur ity reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) http://www.ccr.gov/ and the Federal Technical Data Solution (FedTeDS) https://www.fedteds.gov/ in order to view or download the plans or drawings from the web site, which will be available at the time the Phase Two solicitation is issued. This solicitation is not a competitive bid and there will not be a formal public bid opening.
