Description
THIS IS FOR INFORMATION PURPOSES ONLY. DO NOT SUBMIT QUALIFICATIONS (SF 330S) AT THIS TIME. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. This announcement constitutes a Source Sought Synopsis and will be used to identify one of the following type firms: SBA Certified 8(a), HUBZone Small Business and Service-Disabled Veteran-Owned Small Business (SDVOSB) for a future procurement. Certified 8 (a) firms are limited to Small Business Administration Region II, which consists of New York, New Jersey, Puerto Rico and US Virgin Islands. HUBZone Small Business and Service Disabled Veteran Owned Small Business firms (SDVOSB) are not limited to any geo graphical region. Respondents are requested to submit a Capability Statement that exhibits clear and convincing evidence of your firms capabilities/experiences to perform the A-E services listed below. In addition, respondents are required to submit Identification and veri fication as an 8(a), HubZone or SDVOSB business. The capability statement is not to exceed 3 pages. The prime firm needs to demonstrate that they can self perform at least 50% of the contract work in accordance with EP 715-1-7, Chapter 3-8 (2) c. The majority of the contract work consists of design of the following: Research & development facilities for advanced weapons systems; explosive safety design/blast protection design. The firm is required to have the following specific design capabilities: 1) An in-depth understanding of the regulations and guidelines of the following: Blast structures DA- PAM 385-64, Ammunition and Explosives Safety Standards; DOD 6055.9 DoD Ammunition and Explosive Safety Standards; EP 1110-345-102, Explosive Storage Magazines. 2) Ability to locate safety arcs & siting of new safety arcs for explosive facilities. 3) Ability to prepare DoD explosive safety board (DDESB) safety submittals. 4) Ability to design research & development facilities for advanced weapons systems. 5) Ability to incorporate explosive safety design and blast protection design practices, including but not limited to the following: blast doors; blast walls and barricades, blast codes and models; explosion proof M/E systems; mechanical systems, electrica l systems, fire protection/detection systems (in accordance with UFC 3-600-01, Fire Protection Engineering Facilities). A/E services may include but are not limited to the following: Design work involving site investigation, geotechnical reports, topographic surveys, wetland delineation and mitigation, preparation of contract drawings, technical specifications, design anal yses and cost estimating using M-CACES. Construction phase services, including shop drawing review, design during construction, commissioning, site visits, etc., could be included as options on task orders. CADD and GIS deliverables may also be required. Deliverables in Micro station or AutoCAD format will be required. Preparation of CADD drawings shall be prepared in accordance with the Architectural/Engineering/Construction (A/E/C) Computer-aided standard version (CADD). Examples of potential design of new buildings and facilities, including but not limited to the following: Research and development facilities for advanced weapons systems (these facilities will require blast protection and explosive safety design), Ordinan ce handling and storage, magazines and ammunition storage, vehicle maintenance facilities, administrative facilities, Industrial facilities, Training facilities and infrastructure systems. Examples of potential repair and/or renovation and/or replacement projects, including but not limited to the following: Whole building renovation, research and development facilities for advanced weapons systems (these facilities will require blast protec tion and explosive safety design), laboratories, replacement of architectural elements, building seismic upgrades; force protection upgrades, mechanical, electrical, fire pro tection/detection systems; asbestos and lead abatement services or demolition; renovation of historic structures. Designers may be required to obtain security clearances as well as having physical security measures in place before a firm can do the work. Security clearances are not required at the time of selection or award of a contract. Receipt of the potential firms interested in performing these services shall be submitted no later than 4:00 p.m. on the Response date shown in the FedBizOps advertisement. The response date will move to the next business day, if the response date falls on a Saturday, Sunday, or a Federal Holiday. If we do not receive an adequate number of qualified respondents (i.e., two or more responsible firms), the solicitation shall be issued on an unrestricted basis and all firms regardless of size shall be eligible and encouraged to compete for this project. Firms must be registered in the Central Contractor Registration (CCR) in order to be eligible to receive an award from any Government solicitation. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. All firms responding to this s ources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought.
