- Earthwork 8A Competitive solicitation - Best-Value, Design-Build (D/B) Request For Proposal (RFP) NAICS CODE 238910 On or about 01 June 2006, this office will issue a Request for Proposal for an 8A Competitive. This solicitation is restricted 100% to 8A participation only. A pre-proposal conference and site visit is tentatively scheduled for 09 June 2006 at Ft. Carson, CO. Contractors will meet at the Corps of Engineers Resident Office at 9:00 AM. Contractors interested in attending the pre-proposal conference and site visit shall contact the Resident Engineer (TBD) and register their company name and provide a drivers license number. The Resident Office is located 803 Tevis Street, Bldg. 304 Fort Carson, CO. 80913. Phone (719-526-5448), Fax (719-526-5365). The work will include the following: (Any quantities are approximations) This contract will require cut and fill of a large area of land (~320 Acres) to accomplish preliminary site preparation for future brigade facilities in FY07 and FY08. Some cuts in this area will approach 30 feet. Deposition of unacceptable material off the installation will be required. Proposal Evaluation: Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. The technical evaluation factors include: Desig n Experience, Design Personnel, and Past Performance (Design); Construction Experience; Past Performance, Construction; Construction Personnel; Project Management Plan and Utilization of Small Business Concerns. Price is subjectively evaluated considering Best Value and Realism. The estimated construction cost of this project is $ 20 Million. Contractor's Quality Control will be a requirement in this contract. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work within the time period stipulated in the contract. The contract will include provisions for liquidated damages in case of failure to complete the work in the time allowed. The proposer will be required to provide evidence they are bondable in the amount of $15,000,000.***** The Request for Proposal (RFP) will no longer be available on Compact Disk (CD-ROM). The RFP will not be provided in a printed hard copy format. A plan holders list is not available.
