Description
The purpose of this notice is informational only and should be considered a sources sought request. The St. Paul District, Corps of Engineers requires the services of one or more firms to respond to potential spills related to the Districts activit ies on and near the Mississippi River. The responding firm(s) should have the capacity to control and recover/clean-up a spill of approximately 50,000 gallons of fuel oil. The control and recovery efforts could be in either a terrestrial or riverine (Mis sissippi River) setting. The potential area of response would extend from Minneapolis/St. Paul to Guttenburg, Iowa. Based on the responses received in regard to this sources sought request, the St. Paul District will consider dividing the Mississippi Riv er into separate response areas. The responding firms should be able to manage and carryout the control and recovery effort with technical oversight from Corps of Engineers representatives. Responding firms should have the capacity to dispatch field tea ms within two hours of the St. Paul District providing notification of a spill. Firms responding to this sources sought request shall identify their effective area of geographical coverage, typical timeframe for response to a spill, and location from which response is initiated. Firms shall also identify the equipment and personnel a vailable to respond to spills. If available, firms should provide a brief narrative of the methods and practices that the firm employs in the control and recovery/clean-up process. All responses to this request should be limited to 5 pages or less.
