Description
The Naval Air Warfare Center - Aircraft Division (NAWCAD) has a requirement for a (3) laboratory balances and (1) antistatic device to be used with the three balances. In accordance with FAR 19.5, this acquisition is a 100% Small Business set-aside under NACIS code 334516 - Analytical Laboratory Instrument Manufacturing. Balance Number One shall meet the following requirements: top loading, with 8000 gram or higher capacity and tare range, 10 milligram readability, 8 milligram or better repeatability, linearity of 20 milligrams or better, adjustment with automatic temperature controlled internal weights, less than 2 seconds stabilization time, level control, use password protected, RS-232 interface. Balance Number Two shall meet the following requirements: Analytical balance, with 220 gram or greater capacity, 0.1 milligram readability, 0.1 milligram repeatability, RS-232 interface, automatic adjustment with internal weights, with in-use cover/draft shield, shock and overload protection, hook for weighing below balance, 0.2 milligram linearity, 4 second or less stabilization time. Balance Number Three shall meet the following requirements: Analytical balance, with 220 gram or greater capacity and tare range, 0.01 milligram readability, 0.1 milligram linearity or better, temperature controlled adjustment with internal weights, +/- 0.0001% sensitivity stability, RS-232 interface, level control, automatic draft shield, capable of weighing below balance. The Anti-Static device shall meet the following requirements: for use with analytical balances, surrounds balance weighing sample entry area, removes static charge from weighing sample, with warning light. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included herein. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1 and 52.212-2 apply. FAR clauses 52.212-4 and 52.212-5 and DFAR 252.232-7003 and 252.246-7000 will be included in any award resulting from this notice. Full text for these FAR provisions and clauses may be accessed at http://farsite.hill.af.mil/. Proposals will be evaluated on the following factors: Technical, Price, Delivery, and Past Performance. For the Technical factor, please provide commercial brochures, test results, and/or other information sufficient to show how the product will meet our technical requirement. In addition provide standard warranty terms, and/or additional warranty terms and customer service provided. For the Price factor, please provide a price per unit, any stepladder quantity discounts, and cite any GSA Schedules and discounts which may be applicable. Pricing should reflect FOB destination to NAWCAD, Patuxent River MD 20670. For the Delivery factor, please specify time of delivery after receipt of order. For the Past Performance factor, please provide two customer references for recent and similar products/efforts, including a point of contact. All proposals shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. As a result of increased security measures, please submit your packages as early as possible. In any case, it is the responsibility of the offeror to make sure that packages are received by the closing date and time of the solicitation. Finally, in addition to submitting the package to the contracting office noted above, all packages should be marked ATTN: Becky Barnard. NOTE: This amendment extends the closing date to 4/14/06 at 2:00 EST.
