Description
NASA LaRC plans to issue a Draft Request for Proposal (DRFP) for Technology, Engineering, and Aerospace Mission Support (TEAMS) services. This effort includes the following research, engineering and technical support activities, but is not limited to: a) concept design and development; b) exploration; c) fundamental aerodynamics; d) independent analysis and assessments; and e) technology research, development, testing, and implementation. Specific examples of support include, but are not limited to: 1) acoustics and aeroacoustics; 2) aircraft and spacecraft systems including flight systems; 3) electromagnetic systems; 4) experimental and computational fluid dynamics; 5) flight deck design guidelines; 6) gas dynamics; 7) guidance, navigation and control; 8) modernization of the National Airspace System; 9) structures and materials; and 10) subsonic, transonic, supersonic and hypersonic aerodynamics. This acquisition is a follow-on procurement to the Systems Analysis and Mission Support (SAMS) Services Contract Number NAS1-00135. Contract information on NAS1-00135 is available on http://foia.larc.nasa.gov/search.cgi . The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541710 and 1,500 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the DRFP is on or about May 22, 2006. The purpose of the DRFP is to solicit industry comments and questions on the subject requirement prior to issuance of the final RFP. Questions/comments are strongly encouraged from potential offerors on all aspects of the DRFP, including requirements, schedules, proposal instructions, and evaluation approach. Questions/comments are due on or about June 13, 2006, date to be definitized in the DRFP. The industry input to the DRFP will be considered in formulating the final RFP. Potential offerors are requested to identify unnecessary or inefficient requirements. The DRFP will be issued pursuant to NASA FAR Supplement 1815.201. The Government is not requesting proposals in response to this DRFP, does not intend to award a contract on the basis of the DRFP or to pay for any information received regarding this DRFP. A pre-solicitation conference is anticipated on or about June 1, 2006, details and additional information will be provided in the DRFP. The anticipated release date of the RFP is on or about June 30, 2006 with an anticipated offer closing date of on or about July 31, 2006. The firm date for receipt of proposals will be stated in the RFP. An ombudsman has been appointed. -- See NASA Specific Note ?B?. The solicitation and any documents related to this procurement will be available on the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
