- Description
- The Missile Defense Agency intends to award a sole source cost reimburseable Indefinite Delivery/Indefinite Quantity contract to Interstate Electronics Corporation (IEC) located in Anaheim, California. Under this contract IEC will continue to provide Global Positioning System (GPS) tracking hardware and related support for Ballistic Missile Defense System (BMDS) testing. The effort requires the contractor to: (1) provide mission support to the Translated Global Positioning System (GPS) Range System (TGRS), (2) procure test equipment including Digital Global Positioning Systems Translators (DGTs), GPS Translator Processors (GTPs) and satellite constellation simulators compatible with TGRS technology, and (3) provide system upgrades, spares, and operation and maintenance repairs. IEC has been a participant in the performance of the National Missile Defense GPS Ballistic Missile Translators (BMTs) and associated Translator Processing System (TPS) since 1987. IEC competitively won the initial contract for the design and development of the first generation BMTs and TPSs equipment. The TGRS obtains GPS Time, Space and Position Information (TSPI), and provides independent tracking data for both interceptor and target vehicles. The TGRS provides this information using signals from the GPS space vehicles. TGRS provides for real time line-of-sight tracking and recording of high quality pre-track GPS signals for enhanced post flight trajectory reconstruction for GMD tests involving intercept and kinetic kill impact of a target vehicle. Furthermore, the technical data package for TGRS products, is proprietary to IEC. IEC holds the essential information to successfully provide system engineering and mission support services by responding to urgent, short suspense technical difficulties and providing the TGRS resident expert and design engineer. IEC is the only manufacturer of both GTPs and DGTs. Given the 18-month lead time of these items, and tight test schedule, MDA must ensure that range assets necessary for program testing are produced and in place in accordance with program requirements and schedules. Any significant delays in obtaining TGRS support would mean program test requirements and schedules would not be met. The anticipated award date for this contract is August 15, 2006.
