- Description
- The Program Manager for Ammunition, Marine Corps Systems Command requires the acquisition of a non-developmental 66mm Grenade, Visual and Infra-Red (IR) Screening Smoke (VIRSS). This round must provide equal or improved performance over the existing 66mm Grenade, Smoke, Infra-Red Screening, M76, while minimizing environmental and health impacts. To meet these requirements, the 66mm VIRSS grenade must: 1) Produce a screen capable of obscuring the host vehicle from visual and IR detection; 2) Generate a screen obscuration time of greater than 30 seconds (visual waveband) and greater than 20 seconds (IR waveband); 3) Be capable of transportation, storage and field handling between -54º and 68º C; 4) Function/ launch from the 66mm M6 vehicle mounted smoke grenade launcher in all expected environmental conditions including a temperature range of -32º and 63º C; 5) Meet the applicable national, state and local environmental and human health hazard restrictions; and 6) Be c! apable of meeting Insensitive Munitions requirements. Offerors must have the capability of producing approximately 160,000 66mm VIRSS grenades per year after initial start up. The Sources Sought Number was M67854-06-R-1020. The North American Industry Classification (NAICS) Code is 332993, Ammunition (Ecept Small Arms) Manufacturing. This action will result in a IDIQ type contract with a base ordering period of 12 months and 4 subsequent optional 12-month odering period. The solicitation shall be issued approximately 10 May 2006 with the closing date 30 days from issue date via the internet at http://www.FedBizOps.Gov. All contractors who provide goods/services to the DoD must be registered in the Central Contractor Register (CCR). The solicitation will require online certifications and representations (ORCA), http://orca.bpn.gov. Failure to comply with ORCA registration may make the offeror ineligible for award. The proposed contract action is for supplies for whi! ch the Government intends to solicit and negotiate by full and open co mpetition under authority of FAR Part 15. This notice is not a request for competitive proposals. However, interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for the item, and past performance data no later than 1 May 2006 to Commanding General, Marine Corps Systems Command, Attn: Code PMM 2041, 2200 Lester St., Quantico, VA 22134.
