AREA OF CONSIDERATION: Open to all U.S. Citizens POSITION DESCRIPTION Background The Office of Foreign Disaster Assistance (OFDA) resides in the Bureau of Democracy Conflict and Humanitarian Assistance (DCHA) in the U.S. Agency for International Development (USAID). This office responds to natural and man-made disasters around the world. This office is fast paced and requires a person who has a "can do attitude" with excellent people skills. As such, timeliness, quick thinking and helping others get their job done are qualities necessary to be successful in this position. Many of the action items received in the Office of the Director require immediate attention, and follow through. Attention to detail is critical since many of the documents are for public consumption. This position resides in the Office of the Director, consisting of the Director, Deputy Director, Secretary, Humanitarian Coordinator, NGO Coordinator and Operations Support Coordinator. Introduction OFDA is the office within USAID that is responsible for providing non-food humanitarian assistance in response to international crises and disasters. OFDA is part of the Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA). OFDA is organized into three divisions, under the management of the Office of the Director. The Disaster Response and Mitigation (DRM) Division is responsible for coordinating with other organizations for the provision of relief supplies and humanitarian assistance. DRM also devises, coordinates, and implements program strategies for a variety of natural and human caused disaster situations. DRM hires sector specialists to provide technical expertise in assessing the quality of disaster response. The Program Support (PS) Division provides programmatic and administrative support including budget/financial services, procurement planning, contracts and grants administration, and communication support for OFDA's Washington and field offices. The Operations (OPS) Division develops and manages logistical, operational, and technical support for disaster responses and administrative support to all offices and operations. OPS maintains readiness to respond to emergencies through several mechanisms, including managing Search and Rescue (SAR) Teams, Disaster Assistance Response Teams (DARTs), and Washington-based Response Management Teams (RMTs), to ensure OFDA's capacity to execute and coordinate USG humanitarian assistance and response to natural disasters and complex emergencies. OBJECTIVE The Operations Support Coordinator will support the ongoing program activities of OFDA, especially in the areas of task tracking, recommendations on operational issues, program research, documentation, correspondence management, and reporting. STATEMENT OF DUTIES AND RESPONSIBILITIES: As an Operations Support Coordinator within the Office of the Director, the incumbent provides support to OFDA by performing the following duties: * Serves as a facilitator for scheduling priority tasks and meetings for the Director and Deputy Director's calendar. In this capacity, the incumbent may serve as a liaison between the Director and Deputy Director, Division Chiefs, and Team Leaders to assure efficient and effective workload management within the Office. * Works closely with OFDA staff in coordinating and implementing recommendations on important policy initiatives and operational issues which are of a particularly sensitive nature or those which the Director has expressed a personal interest in the outcome. * Reviews any projects or activities that result from or may result in congressional, inter-bureau or interagency interest. In this respect, tracks congressional correspondence relating to OFDA functions. * Carries out special program-funded projects at the request of the Director and/or Deputy Director. * Develops statistics and related data on special assignments on program operational issues that are of a sensitive and non-sensitive nature. Reports findings in a variety of formats and presentations that both state the factual situation and provide the analysis leading to the resolution of operational or policy-related issues. * Serves as the Director or Deputy Director's point of contact with other offices in USAID by maintaining open communication, responding to their inquiries and performing outreach services as directed. * Reviews, assembles and provides materials for use by the Director, Deputy Director, or other OFDA staff in speaking engagements, and prepares drafts of speeches or portions thereof as directed. * Develops and implements quality control systems to ensure that OFDA's correspondence and communications are in compliance with all relevant agency guidance and properly reflect OFDA policies and procedures. * Reviews internal and external correspondence, reports, publications and other sources of interest to the Office of Director, and prepares synopses for the Director or Deputy Director's review and possible actions. The incumbent will keep the Director apprised of the issues and recommend a strategy for resolution, following up with the appropriate individuals as required. * Plans and coordinates the Director or Deputy Director's official functions and travel. Provides travel documentation support as needed for the Office of the Director and other staff. * Manages action assignments and follows up to assure effective, timely and appropriate completion of these actions and program responses. * Receives documents and keeps track on all program-taskers addressed to OFDA from the DCHA Bureau and Agency, and determines its appropriate disposition. * Drafts routine correspondence and participates in making recommendations to resolve issues, as appropriate. * Participates in the preparation of memoranda and briefing papers in certain instances and assists in any follow-up actions regarding ongoing and current emergency programs. * Prepares all documentation to expedite purchase orders or grants on behalf of the Director. This will involve properly inputting data into the New Management System (NMS) for transmittal to the USAID Office of Acquisition and Assistance. * Attends meetings as necessary. Participates in discussions related to the work of the current emergency responses when requested. Takes notes and produces meeting summaries and distributes them to appropriate parties. * Serves as Duty Officer on a rotational basis. * Serves as back-up secretary in the Office of the Director when necessary. * Provides administrative support to OFDA staff as required. SUPERVISORY RELATIONSHIP: The Operations Support Coordinator will report directly to the OFDA Deputy Director or his/her designee. SUPERVISORY CONTROLS: The Supervisor sets overall objectives. The incumbent and Supervisor together develop deadlines, projects, and work to be done. The incumbent is expected to work independently in carrying out the objectives outlined by the Supervisor. BASIC REQUIREMENTS AND SELECTIVE FACTORS: (Determines basic eligibility for the position. Candidates who do not meet all of the basic qualifications and selective factors are considered NOT qualified for the position.) * Bachelor's degree with significant study in or pertinent to the specialized field or country (including, but not limited to, international relations, economics, food policy, disaster management or a related field), and four (4) years of progressively responsible experience in emergency relief and humanitarian assistance, including coordination and implementation of recommendations on operational issues, task tracking, program research, documentation and reporting; OR * Masters degree with significant study in or pertinent to the specialized field or country (including, but not limited to, international relations, economics, food policy, disaster management or a related field), and two (2) years of progressively responsible experience in emergency relief and humanitarian assistance, including coordination and implementation of recommendations on operational issues, task tracking, program research, documentation and reporting; AND * US Citizenship; * Complete and hand-signed federal form OF-612; * Supplemental document specifically addressing the Quality Ranking Factors (QRFs); * Ability to obtain a Secret level security clearance; and * Ability to obtain a Department of State medical clearance. QUALITY RANKING FACTORS: (Used with interview performance and reference check results to determine the ranking of qualified candidates in comparison to other applicants. The factors are listed in order of importance from highest to least.) QRF #1 Demonstrated knowledge and understanding of USG international emergency relief and humanitarian assistance programs, culture and management objectives; QRF #2 Demonstrated experience interacting effectively with a broad range of professionals, including senior-level officials, to coordinate and implement emergency relief and humanitarian assistance policy initiatives and/or operational issues; QRF #3 Direct work experience with a U.S.government humanitarian agency or international humanitarian relief agency researching, reviewing, and tracking emergency relief and humanitarian assistance projects/activities; QRF #4 Demonstrated experience reviewing written correspondence and materials (i.e., reports, publications, and other sources), compiling data and statistics, and preparing briefing materials and reports for management that include research and assemblage of background information, situation analysis, and identification of solutions of operational or policy-related issues; QRF #5 Demonstrated experience performing a wide variety of complex administrative support tasks including overseeing the flow of office work and assuring that work is performed in a timely and accurate manner; coordinating scheduling (i.e., official functions and travel); composing and preparing draft documentation, correspondence, memoranda, and reports; responding to requests and inquiries from staff; and attending meetings to provide updates on emergency responses and produce meeting summaries. BASIS OF RATING: Applicants who meet the Basic Requirements and Selective Factors will be further evaluated based on the Quality Ranking Factors (QRFs), interview performance, and satisfactory academic and professional reference checks.
