Description
The Natural Resources Conservation Service in Georgia requires the services of Architect-Engineering (A&E) firms for a firm-fixed price A&E Contract, to conduct legal boundary surveys for use in establishing conservation easements. This acquisition is being conducted in accordance with the Brooks A&E Act as implemented in FAR Subpart 36.6. This announcement is open to all A&E firms regardless of business size. The range is between $100,000 and $250,000. This solicitation is for qualification statements and resultant RFP for A&E services contract for work in Bleckley, Jenkins, Burke, and Calhoun Counties in Georgia. The resulting contract will include all operations necessary to complete legal boundary surveys for use in establishing conservation easements. Pre-selection Criteria: Firm must meet the following criteria in order to be considered for an award under this requirement: 1) Firm or joint venture must have at lease one licensed registered land surveyor (licensed in the State of Georgia). 2) Firm or joint venture will have recent experience in conducting land surveying services in Georgia. 3) Documented capability to provide legal boundary surveys in electronic formats such as CADD or GIS format, on CD-ROM. Selection Criteria: Firms meeting the pre-selection criteria will be evaluated and ranked using the following selection criteria: 1) List professional qualifications necessary for satisfactory performance of required services. a) Contractor must have at least one licensed registered land surveyor (licensed in the state of Georgia) and must include copies of resumes and copies of professional license(s) for personnel proposed for this contract. b) Provide an electronic and paper copy of one sample legal boundary survey. c) Describe how the sample survey was priced (list the relevant factors used to establish the price, and factors that caused concern for both parties during negotiations). 2) Specialized experiences and technical competence completing legal boundary surveys on conservation easements or land acquired for conservation purposes (with experience in retracement procedures for section subdivision, proportioning corners, rules of evidence applied to original corner searches). a) List the number and size (in acres) of projects completed by your firm. b) Provide a description of the approach used to resolve problems resulting from conflicts of surveys, possession, or title. 3) Capacity to accomplish the work in the required time. a) Identify the role of the licensed Land Surveyor in all phases of work. b) List all appropriately skilled personnel on staff and how work is assigned to them for all phases of the project. c) Describe the average time required to complete an assignment (take into consideration the project size and topography. d) Explain job scheduling and prioritizing. e) Describe ability to perform work on multiple projects simultaneously. f) List the number of survey crews that can work simultaneously on this contract. 4) Past performance on contracts with Government agencies and private industry in terms of quality of work, cost control, and compliance with performance schedules. a) Complete items 19 and 24 of the SF 330. A minimum of three projects and a maximum of five meet this requirement. b) Include references with the name of the agency, contact person, phone number and email address (if available) on contracts with Government agencies and non profit conservation organizations on projects completed in the last 3 years. One of the references should be for the survey submitted in item 1b) above. 5) Location in the general geographical area of the project and knowledge of the locality of the project (county); provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Firms shall designate the counties where they actively seek work. The above evaluation factors listed in their order of importance, are 1) 25%, 2) 25%, 3) 25%, 4) 15%, and 5) 10%. Firms, which meet the requirements described in this announcement, are invited to submit 7 copies of a Standard Form 330, Architect Engineer and Related Services Questionnaire. Interested firms must submit their SF-330?s not later than May 1, 2006, 4:30 p.m. EST, to the attention of the Contracting Officer. Only those firms responding by that time will be considered for selection. After an initial evaluation, which takes approximately 45 days, the three (3) most highly rated firms will be selected for negotiation. It is anticipated that only one firm will be selected to perform the tasks identified above. Negotiations will begin with the highest rated firm and will continue, as needed in order of ranking, until terms of agreement can be reached. This is not a Request for Proposal.
