Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Metal Technology Inc., 173 Queen Ave. S.E., Albany OR for the purchase of vanadium sample cans to be used in neutron scattering powder diffraction experiments. The NIST Center for Neutron Research performs a large number of neutron scattering experiments. One of the most frequent types of experiment performed is a powder diffraction experiment. These power diffraction experiments frequently utilize vanadium sample cans. Sole source determination is based on the need for the deep drawn character of the tubes ability to decrease unwanted background scattering. This is critical because neutron scattering samples are typically small but expensive and/or time-intensive to produce. The sample can will contain a potentially radioactive powder. The supplier of these sample cans must have the ability to produce the deep drawn vanadium tubes, electro-welded to titanium flanges, with a proven degree of reliability. Metal Technology is the only known vendor capable of providing the required vanadium can assembly. The North American Industrial Classification System (NAICS) code for this acquisition is 331491, and the size standard is 500 Employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the government will consider responses received by April 24, 2006. A determination by the Government not to compete the proposal acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
