- The Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) has a requirement for services necessary to receive, store, transport, and destroy as needed, life-sustaining commodities including packaged ice, bottled water, and packaged meals for DHS FEMA Response Logistics. Storage facility locations shall enable a strategic profile to support FEMA disaster response operations nationwide. Movement of commodities may require the dedication of a large number of transportation resources, within a short turn-around time, for extended periods to meet victim support requirements. The Contractor shall maintain storage for a total inventory of approximately 3,550 truckloads (71,000 pallets) of product nationwide. Commodities must be stored at a number of locations nationwide enabling a strategic profile to support expeditious FEMA disaster response operations at all FEMA regions. The current storage profile consists of 24 facilities and range from a minimum of 20 truckloads (400 pallets) to an average of 148 truckloads (2,960 pallets) of inventory at each facility. The Contractor shall provide for the transport of stored commodities as directed by FEMA Logistics. The Contractor shall be prepared to utilize industry standards for storage and transport of each commodity serviced, including Mobile Refrigerated Storage Units (Reefers) for transporting frozen products. The Contractor shall be equipped with real-time electronic inventory management systems and electronic in-transit visibility for all commodities. FEMA intends to issue one hybrid Time and Materials and Firm Fixed Price, Indefinite Delivery Indefinite Quantity type contract based on full and open competition. Contract award will be based on best-value to the Government where technical merit is more important than cost/price. The estimated award date is July 1, 2006, for a base period of one year and potentially four one-year option periods. The Request for Proposal (RFP) will only be available on the Fedbizopps (FBO) web pages at http://www.fedbizopps.gov. Prospective offerors are responsible for downloading the RFP and all attachments, if applicable. It is the responsibility of the offeror to monitor the Fedbizopps web page for the release of the solicitation and any amendments. The RFP should be available for downloading on/about fifteen (15) calendar days following publication of this announcement. Potential offerors that do not have the capability to download from FBO may request, in writing, a copy of the solicitation, including any attachments and amendments. Potential offerors making this request must include in their written request an adequate justification for not obtaining the solicitation via the Internet. Telephone requests will not be honored.
